CONE- Cities of nature: nature-based-solutions in urban living labs

Despite the numerous negative effects of climate change on the environment and people’s health, climate risk awareness is generally quite low among citizens. To change this, there is a need to target and actively involve all generations. The CONE project helps city authorities to work better together with citizens to make cities greener. The partners design and test new participatory and digitally-driven processes that support the application of nature-based solutions in five urban pilot areas. Learnings from these urban living labs are then evaluated and inform a new transnational strategy for the introduction of urban greening plans.

Analyze your challenge!

In view of significant environmental, socio-economic and human health-related impacts, central European regions need to improve their resilience to climate change. CONE aims to tackle the detected challenges and needs through local Urban Living Labs, a sort of innovation laboratory that involves actors from the Quadruple Helix: public, private sector, civil society and academia.

Living Labs on stage!

CONE project tests how the Urban Living Lab approach can be scalable and adaptable in more rural, small and medium-sized settlements in Europe. The partnership selects co-creation / participatory methods for designing, implementing, and monitoring NBS that are feasible and affordable in such Central European (CE) municipalities. The focus is on exploring and testing specific living lab methods that help municipalities to design and implement – based on wider citizen involvement and better data collection, management, and use.

Making ripples!

The project’s scope is not to bring something highly innovative, but to fully exploit and broadcast what is already known and not yet fully applied. Only a diffused approach can have an impact on climate change mitigation and adaptation. CONE develops pilot actions that are then collected into a replicability protocol to allow other local and regional authorities to adopt the same approach in their reference territories. CONE directly involves local public authorities that are the main key-players in the adoption of EU strategies with the important role of bringing them "to the ground", closer to citizens. Transferability can be ensured thanks to the partnership composition and the tools developed in the project. Some umbrella organizations are on board in the project. Therefore, the project can have a high resonance in the CE countries and beyond.

Let's launch the platform!

CE nature based Innovation Arena Platform will be organised at the local level and managed transnationally. The arena platform should become a space for multilevel, multisector, and multi-actor networking, initiating a virtuous cycle at the local level. Once the dialogue is ensured, citizens feel engaged and empowered, and local authorities can bring this as a best practice to be ensured in the long term. Regional public authorities responsible for environmental protection can also be easily reached. They will be approached through national workshops dedicated to policy recommendations and dissemination towards policymakers.

O.1.1 TRANSNATIONAL PARTNERSHIP FOR NBS - URBAN LIVING LABS

At the heart of the CONE project is a powerful cross-border partnership. Organizations and partners from different countries have joined forces to create Urban Living Labs, where innovative, nature-based solutions (NBS) are tested and applied in diverse urban contexts through a participatory and digital approach.

O.1.2 JOINT GUIDELINES FOR THE ESTABLISHMENT OF LOCAL LIVING LABS

Following the implementation of three pilot actions, experts have developed a set of guidelines for setting up the Urban Living Labs, created through an iterative process. These guidelines foster a co-creation environment, enabling collaboration among multiple actors and stakeholders and supporting the multifunctional assessment of nature-based solutions. This approach ensures that local communities and stakeholders are part of the solution from the very beginning, working together to create greener, more resilient urban environments.

O.2.1 PILOT ACTIONS: TESTING OF NATURE BASED SOLUTIONS IN URBAN LIVING LABS

In five different "model regions" across Europe, the CONE project is putting its ideas into practice. In the Living Labs three key solutions are tested: • Rainwater Management: Using natural systems to prevent flooding and manage storm runoff. • Heat Stress Reduction: Creating green spaces that naturally cool down neighborhoods during hot weather. • River Basin Management: Implementing solutions to protect and restore local waterways. The findings from these pilot projects are all documented in detailed reports, complete with participants lists, photos and videos, to help share experiences and support knowledge exchange.

O.2.2 RAINWATER MANAGEMENT, HEAT STRESS, AND RIVER BASINS AND EMBANKMENTS MANAGEMENT METHODS THROUGH NATURE-BASED SOLUTIONS

To make these solutions easily accessible, the CONE project has developed a series of practical manuals for each pilot action. These guides offer step-by-step procedures and highlight the best nature-based solutions, identified in each context-based Living Lab. A key feature of these solutions is their multifunctionality, meaning a single green intervention can contribute to more than one challenge.

O.3.1 JOINT DEVELOPMENT OF A STRATEGY PAVING THE WAY TOWARDS URBAN GREENING PLANS IN CE

Finally, the project is working on a long-term plan: a joint Urban Greening Plan Strategy for small and medium-sized cities in Central Europe. This strategy, as called for by the EU Biodiversity Strategy, is designed to help local governments integrate nature into their urban planning. By getting policymakers to commit to this strategy, the project aims to improve policy development, learning, and change within the framework of nature-based solutions in urban contexts as well as help reduce barriers to citizen involvement in topics of common interest, such as climate change mitigation and adaptation. The CONE project is a clear example of how international collaboration and community involvement can lead to tangible, green improvements in our cities, proving that a healthier planet starts right at our doorsteps.

CONE Toolbox for knowledge transfer and exchange in the field of Nature Based Solutions. This Toolbox presents proven, practice-based NbS solutions from CONE pilot actions and highlights their climate adaptation potential and ecosystem service benefits.
