Prepared through research covering five participating countries: the Czech Republic, Hungary, Italy, Poland and Slovenia, the report examines how European, national, regional and local frameworks can support the practical application of NBS. It focuses particularly on solutions addressing rainwater management, heat stress, rivers and flood protection, all of which are increasingly important for building climate-resilient communities.
A key outcome of the report is a practical and replicable framework for municipalities. It helps local authorities understand the legal and strategic requirements that need to be considered before implementing NBS, while supporting co-creation, transparency and cooperation between public authorities, experts, stakeholders and citizens.
The analysis also maps the main European policy instruments relevant to NBS, including the EU Water Framework Directive, Floods Directive, Natura 2000 framework and Nature Restoration Regulation, as well as the international UNEA definition of nature-based solutions. Together, these provide an important foundation for linking climate adaptation, biodiversity protection, water management and urban development.
The report therefore represents an important step towards turning European policy ambitions into practical, place-based action. Its findings will support the CONE partners and other municipalities in designing, implementing and replicating nature-based solutions that make Central European communities greener, more resilient and better prepared for climate change.
