Project overview

Improving ACCESSibility of last MILE connections of rural and peripheral regions to main TEN-T nodes in Central Europe through ICT

The trans-European transport networks carry a large share of long-distance freight transport across Europe. But connections between the main nodes of these networks and rural or peripheral regions are rather weak, with negative consequences for transport operators. The ACCESSMILE project improved the accessibility of such regions with the networks. To this end, the partners piloted new strategies and action plans to optimise IT processes related to transport flows, gates and cargo bundling.

The Challenge: Bridging the Trans-European Transport Divide

Many rural and peripheral areas in CE depend on ports, intermodal terminals and logistics hubs to connect with European and global markets. However, the “last mile” often remains one of the weakest parts of the logistics chain. Congestion at gates, fragmented information flows, limited coordination and non-interoperable digital tools reduce efficiency, increase emissions and limit access to the TEN-T network.

The Approach: Digital Strategy and Transnational Co-Design

ACCESSMILE addressed this challenge by bringing together ten ports, intermodal terminals and logistics organisations from six CE countries to develop and test digital approaches improving last-mile accessibility. Partners identified common needs and translated them into a transnational Strategy and three Action Plans on traffic flow management/VBS, gates and entry/exit procedures, and cargo bundling and tracking. ACCESSMILE also delivered the policy contribution foreseen in the Application Form. It contributes to the European Green Deal, Territorial Agenda 2030 and EU digital transport policies by reducing congestion and emissions and improving physical and digital connections between peripheral territories and major transport nodes. At macro-regional level, ACCESSMILE contributed to EUSAIR priorities on ICT-enabled port operations and hinterland links, EUSALP objectives on intermodality and modal shift, EUSBSR priorities on digital transport solutions and EUSDR objectives for efficient multimodal terminals.

Testing in Action: Real-World Pilot Deployments

At national and regional level, ACCESSMILE did not directly modify the strategies identified in the AF, as the partnership did not include national or regional legislative or policy-making bodies. Its contribution consisted in translating their objectives into tested operational measures and transferable inputs: • Italy: Trieste’s Pre-Exit Notification supports digitalisation of port-hinterland access, while La Spezia’s PCS–dry port integration improves road–rail coordination and connectivity with inland/peripheral areas, contributing to national port/logistics priorities and regional strategies in Friuli Venezia Giulia and Liguria. • Slovenia: Koper’s OCR-based Bertoki gate automation supports safer, faster and more predictable access to the TEN-T node, in line with the Transport Development Strategy. • Croatia: Rijeka’s Portunus upgrade, virtual permits and access readers improve digital access management and interoperability, supporting the Croatian Transport Development Strategy. • Hungary: MAHART’s booking/call-in tools and the KIR-based truck-access module improve coordination with inland/Danube terminals and support National Transport Strategy objectives. • Poland: Gdynia’s WIM/OCR system improves digital gate control and safety, while MyDesk enables small carriers from peripheral areas to participate in structured logistics chains, supporting national and Pomorskie regional objectives. • Germany: Rostock’s Digital Navigator improves access to rail and ferry services and supports freight bundling and combined transport in Mecklenburg-Vorpommern. The benefits of transnational cooperation went beyond the individual pilots. Partners compared operational approaches, identified common lessons and transformed local experience into transferable processes, giving ports, terminals, logistics operators, public authorities and policy makers practical knowledge on how ICT can reduce waiting times, optimise freight flows and facilitate multimodal transport.

The Result & Future Uptake: Mainstreaming and Policy Impact

Durability and uptake are demonstrated by the integration of pilot tools into systems and processes used for daily logistics operations: • Pilot Action 1 – Transport flow management/VBS: Trieste’s Pre-Exit Notification is integrated in Sinfomar; Rijeka’s virtual permits/readers in Portunus/access control; MAHART’s booking, call-in and OCR-supported functions in terminal vehicle-flow management. • Pilot Action 2 – Gates and entry/exit: Verona’s I-TOS upgrade, La Spezia’s PCS–trucking integration, Koper’s operational OCR gate, Hungary’s KIR truck-access module and Gdynia’s WIM/OCR system remain embedded in partners’ operational environments. • Pilot Action 3 – Cargo bundling and tracking: Gruber Logistics’ MyDesk supports transport-order and document management, while Rostock Port’s Digital Navigator remains accessible through its permanent intermodal website. Uptake is further supported by the Solutions Uptake Statements signed by all partners and by the Memorandum of Understanding for continued cooperation. The jointly developed solutions are transferable to other ports, terminals and logistics nodes, as shown by interest from other Italian port authorities in the La Spezia model and by the scalability of the KIR-based approach to additional Danube ports. ACCESSMILE therefore leaves behind tested digital tools, joint solutions and a cooperation network supporting continued use, replication and the accessibility and competitiveness of rural and peripheral areas.

By offering a ready-to-implement technical blueprint, the toolkit remains an invaluable long-term asset—saving logistics hubs months of system design work when transitioning from manual, paper-based gate checks to fully automated digital entry.

Developed as a standardized, off-the-shelf digital blueprint, this solution provides a complete roadmap to automate and streamline gate access at ports and inland freight terminals. It establishes clear functional guidelines, system architecture specifications, and data exchange protocols designed to integrate Optical Character Recognition (OCR) cameras, license plate identification, mobile driver verification, and automated barrier controls directly into daily terminal operations. The framework serves port authorities, maritime and inland terminal operators, freight village managers, and logistics IT providers seeking to modernize their access infrastructure. The blueprint remains an enduring asset for the freight sector by replacing manual documentation and physical security checks with seamless digital validation. This automated approach drastically reduces truck queuing times, driver wait periods, and localized traffic congestion around freight hubs. By offering open, standardized technical specifications, external terminal operators can readily implement secure, paperless entry and exit management without the time and expense of building custom software systems from scratch.

Designed as an operational roadmap, this framework details how small road hauliers and regional shippers can digitally aggregate cargo demand to optimize fleet capacity and lower transit costs. It serves as a practical guide for freight forwarder associations, regional logistics hubs, and small-to-medium transport enterprises looking to streamline regional freight movements. The roadmap remains an enduring asset for the logistics sector by delivering field-tested models that increase cargo load factors, eliminate empty return runs, and reduce regional carbon emissions long after project completion.

Solutions topic1: transport flow management and VBS

This output establishes long-term sustainability guidelines for Solution No. 1 – Transport Flow Management and Vehicle Booking Systems (VBS), a framework jointly developed within the ACCESSmile project by the Port Network Authority of the Eastern Adriatic Sea in Trieste, the Port of Rijeka Authority, and the MAHART Container Center in Budapest. By bringing together the experiences and results of three complementary pilot actions, the solution offers a cohesive approach to improving last-mile accessibility between major port terminals and delivery points in rural and peripheral regions. The underlying pilots directly tackled several persistent bottlenecks at port and terminal gates, including unpredictable truck arrival patterns, traffic congestion, and slow, manual entry procedures. By combining distinct technological implementations—specifically the Pre-Exit Notification system in Trieste, smart gate access utilizing virtual ID cards in Rijeka, and a Vehicle Booking and Call-in system in Budapest—the partnership successfully established a unified transnational framework for efficient transport flow management.

Solutions topic2: gates & entry/exit tools and procedures

This output establishes the long-term sustainability guidelines for Solution No. 2 – Gates and Entry/Exit Tools and Procedures, a framework jointly developed within the ACCESSmile project to drive the digitalization and automation of gate operations. The solution addresses critical bottlenecks at access points, aiming to reduce traffic congestion, enhance site security, and streamline vehicle throughput across ports, multimodal terminals, freight villages, and peripheral logistics nodes. The framework synthesizes the practical results and insights from five complementary pilot actions deployed across Central Europe: ZAILOG (Verona Freight Village) in Italy, focusing on intermodal inland terminal access; Port of La Spezia in Italy, streamlining maritime gate workflows; Luka Koper in Slovenia, optimizing high-volume port access; Hungarian National Association of Radio Distress-Signalling and Infocommunications in Hungary, enhancing inland and river corridor access; Baltic Container Terminal Gdynia in Poland, automating container gate checks. Each pilot introduced targeted ICT innovations—such as automated vehicle identification, Optical Character Recognition (OCR) scanning, pre-registration portals, automated weight controls, and real-time data exchange with Port Community Systems (PCS) and Terminal Operating Systems (TOS). Together, these trials form a scalable, interoperable, and transnational blueprint designed to boost last-mile logistics efficiency and strengthen the connection between peripheral regions and major TEN-T networks.

Solutions topic3: cargo bunding and tracking

This report offers an in-depth account of the joint solution developed and implemented under the ACCESSmile project by Gruber Logistics and Rostock Port. Focusing on Cargo Bundling and Tracking (Topic 3), the initiative aims to boost digital connectivity and operational efficiency across logistics chains operating in rural and peripheral regions of Poland and Northern Germany. The collaboration brings together two complementary perspectives: Road-based logistics ecosystem: Led by Gruber Logistics, utilizing its MyDesk digital platform to streamline carrier operations and dispatch workflows; Port-centric, intermodal ecosystem: Spearheaded by Rostock Port through its Digital Navigator, integrating specialized logistics tools such as Routescanner and Rail-Flow. By bridging these systems, the partners demonstrated how digital interoperability and cargo aggregation can reduce fragmentation, increase end-to-end visibility, and seamlessly connect smaller regional operators, freight forwarders, and shippers to the Trans-European Transport Network (TEN-T). Designed specifically to tackle barriers common in peripheral logistics environments—such as limited digitalization, fragmented cargo volumes, and weak coordination between road, rail, and maritime transport modes—the pilot introduced modular, user-friendly ICT solutions. In doing so, both initiatives successfully overcome operational constraints, laying a solid foundation for the long-term sustainability, scalability, and transferability of these digital logistics models across Central Europe.
