Project overview

Improving ACCESSibility of last MILE connections of rural and peripheral regions to main TEN-T nodes in Central Europe through ICT

The trans-European transport networks carry a large share of long-distance freight transport across Europe. But connections between the main nodes of these networks and rural or peripheral regions are rather weak, with negative consequences for transport operators. The ACCESSMILE project improved the accessibility of such regions with the networks. To this end, the partners piloted new strategies and action plans to optimise IT processes related to transport flows, gates and cargo bundling.

How ACCESSMILE Develops Over Time

The story of the ACCESSMILE project (*Improving ACCESSibility of last MILE connections of rural and peripheral regions to main TEN-T nodes in Central Europe through ICT*) begins with a fundamental challenge: connecting remote, rural transport networks to Central Europe’s major trade corridors. Conceptualized as a 36-month transnational cooperation initiative, the project was launched under the Interreg Central Europe 2021–2027 programme to bridge the digital divide between peripheral regions and key Trans-European Transport Network (TEN-T) nodes. Under the leadership of the Port Network Authority of the Eastern Adriatic Sea in Trieste, Italy, an international consortium of 10 port and logistics organizations across six countries—Italy, Slovenia, Croatia, Hungary, Poland, and Germany—embarked on a three-phase journey to modernize last-mile freight flows. The endeavor opened with **Phase 1: Planning & Benchmarking**, an analytical foundation led by the Radio National Association for Infocommunications (RSOE). During this initial phase, the partners surveyed existing regional conditions and identified best practices across Central Europe. This research culminated in medium- and long-term strategic roadmaps designed around three essential digital logistics pillars: streamlining transport flow management through Vehicle Booking Systems (VBS), automating port and terminal gate procedures, and introducing advanced IT solutions for cargo bundling and tracking. With baseline strategies established, the initiative transitioned into **Phase 2: Result-Oriented Testing & Pilots**, spearheaded by Luka Koper. Here, the consortium moved from theoretical frameworks to real-world deployment, testing digital infrastructure directly within high-volume transit nodes. By implementing automated entry tools, mobile authentication, and coordinated booking platforms at active port gates, the project turned abstract digital logistics concepts into operational tools on the ground. Finally, the project reached its culmination in **Phase 3: Solutions, Synergies & Replication**, directed by Gruber Logistics Poland. In this closing chapter, the partners evaluated performance metrics from the pilot sites to distill lessons learned and refine standardized operational solutions for broader industry adoption. To ensure these solutions extended beyond the immediate project ecosystem, ACCESSMILE forged formal connections with parallel European transport initiatives. By signing joint declarations of intent with projects like MERIDIAN (CEF) and building active collaborations with EASY2LOG (Interreg Italy-France Maritime), the consortium secured a lasting legacy of cross-border standardization and regional connectivity.

What ACCESSMILE Planned & Achieved

Fueling this multi-regional effort was a total investment of more than €2 million, backed by 80% in European Regional Development Fund (ERDF) co-financing. Far from remaining a theoretical exercise, this funding directly transformed how goods move through Central Europe by translating strategic vision into tangible digital assets. The journey began with the crafting of four overarching strategic roadmaps. The consortium developed a master framework dedicated to boosting last-mile accessibility through information and communication technologies, reinforced by three targeted action plans that addressed the practical realities of vehicle booking, gate automation, and cargo consolidation. These frameworks were then brought to life on the ground through extensive real-world pilot actions. Logistics hubs spanning Central Europe—from the maritime gates of Trieste, La Spezia, Koper, Rijeka, Rostock and Gdynia to the strategic inland centers of Verona and Budapest—became testing grounds for modern port operations. Drivers and operators across these hubs experienced a shift in daily workflows as upgraded vehicle booking platforms, automated Optical Character Recognition (OCR) gate scanners, and digital ID authentication systems were rolled out to replace slow, manual checkpoints. To ensure these breakthroughs extended beyond the original test sites, the initiative packaged its findings into three turnkey transnational solutions. Designed for seamless adoption, these digital blueprints provided external terminal operators and regional transport authorities with off-the-shelf tools to upgrade their own infrastructure. Ultimately, the project's lasting legacy lies in the human and organizational networks it forged. Through formalized cross-border agreements, the 10 core partner organizations and their regional stakeholders committed to maintaining shared digital standards long after the formal funding period came to a close, cementing a unified, tech-forward logistics corridor across Central Europe.

Why It Matters

Beyond its immediate operational upgrades, the true impact of ACCESSMILE is measured in how it reshapes the broader European freight landscape, touching everything from driver workloads to environmental sustainability and regional equity. At its core, the initiative set out to bridge a long-standing divide in European freight: the gap separating isolated rural transport operators from the continent's hyper-digitalized logistics networks. Historically, small road carriers operating in peripheral areas were left out of advanced digital systems, forcing them to navigate slow, fragmented processes. By directly integrating these local transport flows into major Trans-European Transport Network (TEN-T) corridors, the project leveled the playing field, removing structural inefficiencies and allowing smaller carriers to connect seamlessly with global supply chains. At the port gates, this shift translated into immediate, tangible change. Where long queues of idling trucks once snaked outside busy freight hubs, automated Optical Character Recognition (OCR) scanners, mobile digital ID checks, and pre-booked scheduling systems streamlined terminal entry. By replacing manual paperwork with automated verification, truck idling times dropped dramatically. This bottleneck reduction delivered a vital environmental win, cutting local air pollution and lowering greenhouse gas emissions in communities surrounding major transit nodes. Ultimately, these combined efforts served a higher strategic purpose: weaving Central Europe's regional economies closer together. Weak last-mile connections have long acted as silent bottlenecks, stifling economic growth in peripheral territories. By establishing standardized, digital entry and tracking tools across borders, ACCESSMILE cleared those bottlenecks, creating smoother supply chains that elevate the economic competitiveness of peripheral regions and reinforce true cohesion across the European continent.

Activity 1.1 is devoted to jointly assessing the current situation on last mile accessibility of rural and peripheral area in CE to the main freight nodes of TEN-T networks and elaborating a transnational strategy to improve it. As a first step, PPs analyse the status quo in this domain by assessing bottlenecks and market potential, including currently applied ICT tools. PP8-RSOE investigates good practices in the European and international context and carries out a comparative benchmarking study, assessing regions against each other, identifying which best practice could feed further project activities in a work paper. Following that, PPs jointly draft a strategy setting a vision, objectives and priorities aimed at the optimisation of transport flows and reduction of environmental externalities through IT tools, covering the three domains of: 1. Vehicle Booking Systems/pre-arrival or pre-exit notification, port/terminal gates; 2. Port/terminal gates and interoperability among public/private IT systems; 3. Solutions topic1: transport flow management and VBS - output 3.1

This output provides the long-term sustainability guidelines for Solution No. 1 – Transport Flow Management and Vehicle Booking Systems (VBS), jointly developed within the ACCESSMILE project by the Port Network Authority of the Eastern Adriatic Sea (Trieste), the Port of Rijeka Authority, and MAHART Container Center (Budapest). The solution integrates the results and experiences of three complementary pilot actions aimed at improving last-mile accessibility between the port/terminal and the delivery points in rural and peripheral areas The pilots addressed key bottlenecks affecting port and terminal gates: fluctuating truck arrivals, congestion, and manual entry/exit procedures. The implemented systems – the Pre-Exit Notification in Trieste, smart gate access with virtual ID cards in Rijeka, and Vehicle Booking and Call-in systems in Budapest – collectively form a transnational framework for efficient transport flow management.

Solutions topic2: gates & entry/exit tools and procedures - output 3.2

This output provides the long-term sustainability guidelines for Solution No. 2 – Gates and Entry/Exit Tools and Procedures, jointly developed within the ACCESSMILE project. Topic 2 focuses on digitalisation and automation of gate processes, aiming to reduce congestion, improve safety, and streamline vehicle access at ports, terminals, freight villages, and rural/peripheral logistics nodes. The solution brings together the results of five complementary pilot actions implemented by: • PP2 – ZAILOG (Verona Freight Village) – Italy • PP3 – Port of La Spezia / ADSPMLOR – Italy • PP4 – Luka Koper – Slovenia • PP8 – RSOE – Hungary • PP9 – BCT Gdynia – Poland Each pilot introduces ICT tools to modernise gate operations through automated identification, optical recognition, interlinked PCS/TOS data exchange, pre-registration systems, and automated weight controls. Together, these pilots form a transnational, scalable, and interoperable framework for enhancing last-mile logistics efficiency and improving the accessibility of rural and peripheral areas to TEN-T nodes.

Solutions topic3: cargo bunding and tracking - output 3.3

This report provides an in-depth account of the joint solution consisting of two complementary pilots developed and implemented under the ACCESSMILE project by Gruber Logistics (PP10) and Rostock Port (PP11). The pilot activities focus on Cargo Bundling and Tracking (Topic 3), aiming to enhance the digital connectivity and operational efficiency of logistics chains in rural and peripheral regions of Poland and Northern Germany. The collaboration between Gruber Logistics and Rostock Port has combined two complementary perspectives: • the road-based logistics ecosystem led by Gruber Logistics through the MyDesk digital platform, and • the port-centric, intermodal ecosystem developed by Rostock Port through its Digital Navigator, integrating tools such as Routescanner and Rail-Flow. Together, the partners have demonstrated that digital interoperability and cargo aggregation can effectively reduce fragmentation, increase visibility, and connect smaller regional operators, freight forwarders and shippers to the Trans-European Transport Network (TEN-T). The pilots were conceived to address specific barriers typical of peripheral logistics environments — limited digitalisation, fragmented cargo flows, and low coordination between road, rail, and maritime operators. By introducing modular and user-friendly ICT solutions, both pilots have helped to overcome these constraints and created conditions for long-term sustainability, scalability, and transferability of the developed approaches.

Organisations cooperating across borders - output 3.4

In accordance with the principles of mutual benefit, shared development and territorial cohesion, and with the aim of reinforcing and further developing transnational cooperation beyond the project lifetime, the Port Network Authority of the Eastern Adriatic Sea as Lead Partner, together with ZAILOG scarl and the Eastern Ligurian Sea Port Authority (Italy), Luka Koper, port and logistic system, public limited company (Slovenia), the Port of Rijeka Authority (Croatia), MAHART Container Center Ltd. and the National Association of Radio Distress-Signalling and Infocommunications (RSOE) (Hungary), BCT – Baltic Container Terminal Ltd. and Gruber Logistics Poland (Poland), as well as Rostock Port GmbH (Germany) having cooperated as project partners within the ACCESSMILE project – Improving accessibility of last-mile connections of rural and peripheral regions to main TEN-T nodes through ICT, co-financed by the Interreg Central Europe Programme, acknowledge the strategic value of the solutions, tools, methodologies and governance approaches jointly developed and tested during the project implementation. Building on the experience gained through transnational cooperation and pilot actions, the Parties recognise the importance of ensuring continuity, capitalisation and further development of the ACCESSMILE results after the formal completion of the project.
