Project overview
Efficiency of the ClImate Change ADAptation management by integration of ecosystem services and smart social approaches in Central European cities
Cities increasingly face negative effects of climate change and try to adapt. But their adaptation strategies often do not work out as planned because citizens and stakeholders are not sufficiently involved in developing these. The CICADA4CE project helps city authorities to design effective climate change policies based on the concept of ecosystem- and community-based adaptation. The partners co-create action plans with citizens and other stakeholders in urban living labs in five pilot cities. To ensure active participation and collective action the partners also train all stakeholders on climate change adaptation processes.

About the project
The challenge:
Cities are increasingly exposed to climate risks such as heatwaves, droughts, heavy rainfall and urban overheating. Yet climate adaptation strategies do not always achieve their full potential when local communities and stakeholders are not sufficiently involved.
The approach:
CICADA4CE combines Ecosystem-based Adaptation and Community-based Adaptation to bring together local knowledge, ecosystem services, stakeholder engagement and participatory planning.
The journey:
The approach was tested through five Urban Living Labs and pilot actions in Břeclav, Dubnica nad Váhom, Kranj, Nichelino and Sosnowiec, leading to five local Climate Change Adaptation Action Plans and transferable solutions.

Roadmap
Setting the scene
Cities across Central Europe are increasingly exposed to climate-related risks such as heatwaves, urban overheating, droughts, heavy rainfall and flooding. Adapting to these impacts requires not only technical measures, but also stronger cooperation between public authorities, experts and local communities.
CICADA4CE explores how cities can strengthen climate resilience by mobilising both ecological and social resources.
Climate adaptation needs people and ecosystems
Cities are developing climate adaptation strategies, but these do not always achieve their full potential. Local communities and stakeholders are often insufficiently involved in identifying climate risks, defining priorities and shaping adaptation measures.
At the same time, the potential of ecosystem services and nature-based solutions to strengthen urban resilience remains underused.
What if communities became part of the solution?
What if citizens, local authorities, experts and other stakeholders could work together to understand climate risks, identify local needs and co-create solutions?
What if the potential of ecosystems and the knowledge of local communities could be combined to make cities more resilient?
Ecosystem- and Community-based Adaptation
CICADA4CE developed an integrated approach to climate adaptation based on Ecosystem-based Adaptation (EbA) and Community-based Adaptation (CbA).
The approach combines stakeholder engagement, ecosystem services, local knowledge and participatory planning to help cities develop locally relevant climate adaptation measures and translate them into practical Action Plans.
Five Urban Living Labs: from co-creation to action
The approach was tested through five Urban Living Labs in Břeclav, Dubnica nad Váhom, Kranj, Nichelino and Sosnowiec.
In each city, local stakeholders worked together to identify climate challenges, exchange knowledge, explore possible solutions and contribute to local adaptation planning.
The process combined awareness raising, training, stakeholder engagement and participatory planning with practical pilot actions. The experience gained through the pilots was then used to develop and refine local Climate Change Adaptation Action Plans.
From pilot actions to concrete results
CICADA4CE tested the approach through five local pilot actions addressing different climate adaptation challenges and community needs.
The pilot experiences included the regeneration of urban green spaces, nature-based solutions, climate education, biodiversity actions and activities engaging citizens, students and other local stakeholders.
The lessons learned from the Urban Living Labs and pilot actions were consolidated into local Climate Change Adaptation Action Plans, providing concrete recommendations for future climate resilience measures.
From local action to lasting change
CICADA4CE has created a basis for cities to continue strengthening climate resilience beyond the project.
The Action Plans, pilot experiences, knowledge and lessons learned provide practical resources that can be adapted and transferred to other urban contexts.
By connecting ecosystem-based solutions with community participation, CICADA4CE contributes to a more integrated, participatory and locally grounded approach to climate change adaptation across Central Europe.
