SME Ready for the Future

Countless companies will have to change their business models to stay competitive. They need to innovate to be prepared for a greener and more digital future. One way to cope with this challenge is to seek support from so-called innomediaries that function as innovation bridgers or change agents. The SMERF project offered smaller companies guidance on working with innomediaries. The project also created a transnational inno-green market for transforming companies across central Europe.

About the project

SMERF (SME Ready for the Future) supported low-tech and medium-tech SMEs in their transition towards more innovative, digital and sustainable business models. Between 2023 and 2026, project partners worked with higher education institutions and business support organizations across Central Europe to strengthen their ability to guide SMEs through change. The project developed and tested an integrated approach that combined four key areas: innovation culture, digital manufacturing, open innovation, and the green and circular economy. Through transnational cooperation, partners exchanged knowledge, shared good practices and helped SMEs adopt new ways of working. As a result, SMERF created methods, expertise and cooperation networks that remain available to support SMEs and innovation intermediaries in their future transformation efforts, contributing to a more competitive and sustainable regional economy.

Phase 1: Building the Foundation- Understanding SME transformation needs

The project began by analyzing the challenges faced by low-tech and medium-tech SMEs in their transition towards greener, more digital and innovation-driven business models. Partners worked across Central Europe to identify common barriers, opportunities and support needs. These findings established a shared understanding of the transformation requirements of SMEs and guided all subsequent project activities.

Phase 2: Developing the SMERF Approach- Creating a framework for future-ready SMEs

Building on the initial assessment, project partners developed the SMERF methodology, combining four key pillars: innovation culture, digital manufacturing, open innovation and green and circular economy. The framework was designed to help SMEs address multiple transformation challenges through a single integrated approach.

Phase 3: Testing Solutions in Practice- Piloting support services and tools

The project tested its approach through pilot activities in participating regions. Innovation intermediaries, universities and SMEs collaborated to apply new methods, share experiences and assess how the framework could support real business transformation processes. The pilots demonstrated how innovation, digitalization and sustainability measures can be successfully combined in practice.

Phase 4: Strengthening Regional Capacity- Expanding knowledge and cooperation

Partners exchanged good practices and transferred knowledge across regions through workshops, collaborative activities and stakeholder engagement. This helped strengthen the capacities of innovation support organizations and higher education institutions to assist SMEs more effectively so the knowledge generated by the project can continue to benefit SMEs beyond the project lifetime.

SMERF Strategy and SMERF Action Plan

The SMERF Strategy and Action Plan were jointly developed by project partners from seven countries to provide a practical framework for helping small and medium-sized enterprises (SMEs) become more prepared for future economic, technological and environmental challenges. The documents defined what it means for an enterprise to be SME Ready for Future across four key pillars and established a common approach that can be used by business support organizations, regional authorities, innovation agencies and SMEs themselves. The Strategy and Action Plan included: a definition of the SME Ready for Future concept across four development pillars; a system for assessing the level of readiness and progress of SMEs; a methodology for diagnosing strengths, weaknesses and development needs; principles for identifying and selecting SMEs suitable for transformation support; and practical guidance on implementing the SMERF approach and using its tools and services. The Strategy and Action Plan provided a shared methodology that continued to support organizations and SMEs beyond the lifetime of the project. The documents can be used as a reference for designing business support programs, assessing enterprise readiness and planning long-term transformation activities.

SMERF Diagnosis Tool

The SMERF Diagnosis Tool was developed to help small and medium-sized enterprises (SMEs) assess their readiness for future challenges and identify practical pathways for business transformation. The platform provided SMEs, business support organizations, innovation agencies and regional authorities with easy-to-use tools and resources for evaluating development needs and planning improvement actions. The platform included: A self-assessment tool that enabled SMEs to evaluate their level of advancement across four key pillars of future readiness; A transformation planning tool that generated tailored development scenarios for each participating SME based on the assessment results. The scenarios addressed areas such as innovation management, digitalization of business and production processes, collaboration with external partners, resource sharing, and environmentally sustainable business practices. The tool also recommended relevant support activities and development opportunities; An Inspiration Knowledge Base containing practical guidance, examples, methodologies and learning resources related to the four pillars of SME future readiness. The platform remains a useful resource beyond the project lifetime. SMEs can continue using it to identify strengths, improvement areas and future development priorities, while business support organizations and public institutions can use it to support enterprise development and transformation initiatives.

Model for supporting SMEs in the transformation process towards a company of the future

This model was developed to help organizations effectively support small and medium-sized enterprises (SMEs) in their transition towards more innovative, digital and sustainable business models. The model brings together the methods, tools and lessons learned during the SMERF project into a structured approach that can be applied by universities, research organisations, business support organisations, innovation agencies and other institutions working with SMEs. It provides practical guidance on assessing transformation needs, strengthening innovation capabilities, adopting digital technologies and implementing sustainable business practices. The model remains relevant beyond the project's completion as a transferable framework that can be adapted to different regional and sectoral contexts. Organizations supporting SMEs can use it to design advisory services, training programs and innovation support activities, helping businesses become more resilient, competitive and prepared for future challenges.

SMERF Memorandum of Understanding

To ensure that the project's benefits continue beyond its completion, the SMERF partners established a formal framework for ongoing cooperation. This agreement was signed by all eight project partners together with additional organizations from participating countries that committed to continuing cross-border collaboration after the end of the project. The agreement outlines a shared commitment to exchanging knowledge, promoting innovation, and supporting the digital and sustainable transformation of small and medium-sized enterprises (SMEs). It builds on the partnerships and networks developed during the project and provides a foundation for future joint activities.
