Project overview

Governance of transformative innovation in Central European cities: the AV case

Technological innovations are transforming cities with a huge potential for improving people’s lives. But they need to be deployed responsibly. The GINEVRA project helps cities to effectively govern transformative innovations, such as autonomous vehicles. The partners jointly develop governance guidelines and new citizen engagement tools and test them in specific pilot actions. They also design a transnational strategy for responsibly governing the introduction of transformative innovations.

Transformative innovations can be scary because they bring radical change to our lifestyle.

Specific Problem:

Explained

Transformative Innovations need to be explained to be understood and accepted.

Idea:

Transformative innovations are better understood when discussed in an open, clear and transparent dialogue and also better understood when experienced.

Solution:

Co-create and co-develop participative processes to jointly investigate specific innovations such as Autonomous Vehicles (AV) and deploy prototypes to understand reactions and feed it back into the process of building understanding and acceptance.

How it works:

1. Raise awareness and inform on the state-of-the-art concerning the specific innovation that serves as case studies. 2. Co-design and co-develop a participative methodology to engage with stakeholders on the possible implementation of the specific innovation (this includes demonstrations) 3. From a particular to a more general level from the case studies we translate results into a methodology aimed at uptaking solutions in policies concerning Transformative Innovations.

Organisations cooperating across borders in GINEVRA

As per progamme indications, this Output is achieved with the signature of the subsidy contract (and partnership agreement) for the GINEVRA project. The target includes 11 partners and 3 Associated Partners.

Jointly Developed Guidelines for responsible, multilevel governance of tranformative innovation in small / medium cities (including AV case study)

Output 1.2 is jointly developed in A1.2. Transnational content is produced through expert input, interactive workshops, stakeholder engagement and open consultation. The methodology undergoes a validation exercise, with partners evaluating effectiveness on 1 city. Output 1.2 proposes how small/medium cities can put in place a multi-level governance framework for deployment of transformative innovation. It presents the “why” and the “how”, with practical guidelines and the concrete example on AV.

Tool kit for Responsible, multi-level governance of transformative innovation

O2.1 is an on-line tool kit: a jointly developed solution for responsible, multi-level governance of disruptive innovation. The solution (D2.4.1) emerges directly from results of testing during the transnational pilot action in WP3. Our solution helps small/medium cities to improve governance processes, with better integration of policy sectors, consensus among relevant institutions, involvement of citizens and other stakeholders in co-creation of innovation deployment, using innovative tools.

Transnational pilot action on Responsible, multilevel governance of transformative innovation (AV Case Study)

Output 3.1 is the transnational pilot action, carried out using a coordinated approach and joint actions in 6 small/medium cities. In A3.1-3.2, our pilot partners jointly deliver 2 different aspects of transnational, pilot action related to multi-level governance and the AV case study (engagement+demo). Partners follow a common overall approach, adapted to local needs, and with ongoing transnational exchange and input and a transnational demonstrator in 3 sites (with web link up and visits).

Technology Demonstrators as tool for multi-level governance of transform innovations

Output 3.2 is the second solution (the first being located in WP2) directly deriving from the transnational pilot action (O3.1). In A3.2, we test the role of technology demonstrators in a multi-level governance of transformative innovation, in varied contexts. With this output, resulting from O3.1 and based on D3. 2.2, we propose the appropriate solution to implement such demos as a key element of the process of multi-level governance of transformative innovation.

Transnational plan for Responsible, multi-level governance of transformative innovation

Output 3.3 use the expertise of knowledge providers, the experience of partners and the lessons learnt from the project to consolidate concrete proposals to create favourable conditions for responsible, multi-level governance of transformative innovation at city level. It also proposes long term capitalisation at CE level and agreement for further cooperation. The jointly developed Action Plan is the result of all project activities (WP1-3) and is built directly from deliverable D3.4.1.
