A Project That Delivered More Than Expected
MESTRI-CE set out to tackle a well-known challenge: while the need for building renovation is clear, the path toward implementation is often blocked by fragmented data, inconsistent standards, and limited access to financing.
By bringing together partners from across Europe, the project managed to bridge these gaps. The result is not just a collection of theoretical outputs, but a fully developed ecosystem that connects:
- Data (through the Smart Data Hub)
- Sustainability standards (via the Sustainable Building Methodology)
- Decision-making tools and Financing solutions (through the Financial and Economical Evaluation Toolbox)
These elements now form a coherent framework that supports stakeholders from early analysis to final investment decisions.
Key Outputs: Building Blocks for the Future
Over the course of the project, a wide range of outputs were developed and tested in real-life conditions, for example:
- A Joint Strategy for transition towards long- term climate neutrality of buildings and a Jointly developed strategy for enhancement of innovative green standards, financing models and schemes
- The Sustainable Building Methodology (SBM) aligned with EU Level(s)
- A Smart Data Hub for improved building data management
- The Evaluation Toolbox for economical and financial decision support
- A Green Financing Toolkit, including models and investor-oriented documentation
- A Step-by-Step Guide on Sustainable Building Management
In addition, Advisory Hubs were established in all partner countries, creating a lasting support structure for municipalities, investors, and building owners.

Milestones Along the Way
The project followed a clear development trajectory:
- Foundation phase (2023): baseline analyses and stakeholder engagement (example Croatia)
- Development phase (2024): creation of methodologies and tools (example SBM Criteria)
- Pilot phase (2025): testing in real environments across five countries (example Advisory Hubs)
- Final phase (2026): consolidation, strategy development, and knowledge transfer (example Green Financing)
A particularly important milestone was the successful piloting of tools and the launch of Advisory Hubs, ensuring that MESTRI results are not only theoretical but directly applicable.
From Outputs to Impact
MESTRI-CE’s real achievement lies in its ability to turn complex concepts into practical, usable solutions. Municipalities can now better prioritize renovation investments, investors gain clearer frameworks for sustainable financing, and citizens are increasingly empowered to participate in the energy transition.
Beyond the tools themselves, the project also built a strong community—engaging stakeholders through workshops, roundtables, and knowledge exchange across borders.
Looking Ahead
Although the project has officially concluded, its impact continues. The tools, methodologies, and strategies developed within MESTRI-CE provide a solid foundation for future initiatives in sustainable building management and green financing.
The next challenge is clear: scaling and replicating these solutions across Europe.
