Project overview

REDU-CE-D: customized Environmental Management System (EMS) to increase energy efficiency and reduce energy consumption of different transport modes in Central Europe.

Transport remains a huge consumer of energy in central European countries. It is still highly dependent on fossil fuels and produces enormous emissions. Partners in the REDU-CE-D project work together to increase efficiency of different modes of transportation by transposing the European energy directive. They develop and disseminate a customized environmental management system based on EU requirements and a joint strategy. In this process, they involve stakeholders in testing and training activities, as well as in advocacy efforts for policy adoption.

Understanding the Transport Energy Challenge

Public transport across Central Europe faces increasing pressure to become more energy efficient while ensuring accessibility in both urban and rural areas. REDU-CE-D begins by mapping current practices, identifying inefficiencies, and highlighting the potential for reducing energy consumption across different transport modes.

Designing the Customized EMS

Building on the findings, the project develops a tailor-made Environmental Management System (EMS) for transport operators and authorities. The EMS integrates energy management principles, digitalisation tools, and mobility solutions, ensuring that strategies are evidence-based and adaptable to local contexts.

Co-Creation with Stakeholders

Regional and local stakeholders are actively engaged in shaping solutions. Through workshops, vision-building activities, and technical working groups, their insights ensure that the EMS and strategies address real needs and foster a shared commitment to greener, more efficient transport systems.

Piloting Sustainable Solutions

Innovative solutions and EMS guidelines are tested in pilot regions across Central Europe. These pilots validate the tools in practice, demonstrate measurable energy savings, and provide concrete examples for scaling and transfer to other regions.

The validated results feed into strategies, action plans, and policy recommendations. REDU-CE-D supports decision-makers in embedding sustainable energy management into transport planning, bridging the gap between pilot-level innovation and long-term regional and national policy frameworks.

REDU-CE-D Strategy

The REDU-CE-D strategy aims to enhance energy efficiency and reduce consumption across Central Europe's transport sectors by implementing customised Environmental Management Systems (EMS). It addresses key challenges—such as fossil fuel dependency and fragmented energy practices—through transnational cooperation, data-driven assessments, and sector-specific interventions, thereby supporting the EU’s climate-neutrality objectives. The strategy is expected to drive a measurable shift towards energy-efficient transport systems across Central Europe through the adoption of customised Environmental Management Systems (EMS). Lasting effects include reduced energy consumption, lower emissions, and improved policy coherence. Relevant organisations—particularly transport operators and public authorities—are encouraged to institutionalise EMS practices. Target groups benefit from operational savings, enhanced service quality, and regulatory alignment. Key policy recommendations include integrating EMS into regional and national frameworks, incentivising renewable energy use, and strengthening cross-sectoral coordination to sustain long-term climate objectives.

REDU-CE-D CONSORTIUM

The REDU-CE-D consortium brings together project partners and associated partners under a single collaborative framework defined by the Subsidy Contract. This structure ensures coordinated efforts, knowledge exchange, and effective implementation of all work packages throughout the project’s lifetime. To secure long-term impact, the consortium has committed to formalising cooperation beyond the project’s duration through a Memorandum of Understanding (MoU), which sets the basis for sustained collaboration, knowledge transfer, and replication of results across Central Europe. By institutionalising this framework, REDU-CE-D guarantees continuity, strengthens stakeholder engagement, and fosters durable transnational cooperation.

TESTING OF BETA EMS SUPPORT PACKAGES

REDU-CE-D is implementing pilot actions in four European sites to test and validate customised Environmental Management System (EMS) support packages tailored to different transport modes. These pilots will demonstrate how EMS tools can improve energy efficiency and reduce consumption in aviation (Croatia – Dubrovnik Airport), urban transport (Poland – Krakow), waterway transport (Hungary – Budapest), and rail (Italy – Trieste). Each pilot is co-developed by two sector-specific partners, supported by the University of Maribor and Romagna Tech, ensuring robust scientific guidance and technical expertise. The pilots will generate concrete evidence, enabling the refinement of EMS packages, strengthening replicability, and providing best practices for scaling sustainable solutions across Central Europe.

REDU-CE-D EMS SUPPORT PACKAGE

Following the testing and validation of the customised EMS support packages during the pilot actions, the project will develop the final output: the REDU-CE-D EMS support package. This consists of a set of concrete guidelines, best practices, benchmarks (KPIs), criteria, and tools to be adopted by organisations from different transport modes. The package will contain four customised EMS tools, one for each transport mode. It will be jointly developed by all project partners and further exploited and disseminated through Work Package 3.
