Improving workforce skills for the twin transition in peripheral and rural Central Europe
Peripheral regions often lose workers because they cannot access green and digital upskilling, widening development gaps with dynamic centres. TWINUP4CE seeks to build a future-ready local workforce. Partners from three countries set up regional upskilling management alliances that link employers, training providers and authorities. Together, they map skills needs, pilot re- and upskilling schemes for key sectors and agree shared strategies and funding paths, which result in approaches and models other regions can adapt.

WHY TWINUP4CE?
The green and digital transition is transforming labour markets across Central Europe. At the same time, peripheral and rural regions face increasing challenges related to workforce shortages, changing skill requirements and demographic trends. TWINUP4CE was launched to help regions better prepare for these changes by strengthening cooperation between public authorities, education providers, employers and other regional stakeholders. Together, they will develop practical solutions supporting future skills and regional competitiveness.
UNDERSTANDING REGIONAL NEEDS
The project is currently focused on understanding regional labour market challenges and identifying future skills needs. Project partners are engaging with regional stakeholders through consultations, questionnaires and cooperation with local organisations. The collected information will provide the basis for the next stages of the project and help ensure that future activities respond to real regional needs.
BUILDING REGIONAL ALLIANCES (Next phase)
Based on the collected information, Regional Upskilling Multi-Actor Alliances (RUMAs) will be established in each partner region. These alliances will bring together public authorities, education providers, employers, innovation organisations and other key stakeholders. Their role will be to jointly identify priorities, exchange knowledge and contribute to the development of regional workforce solutions.
TESTING NEW SOLUTIONS
The solutions developed through the Regional Alliances will be tested through pilot activities implemented in partner regions. Pilot testing will help evaluate the practical applicability of the proposed approaches and provide valuable experience for their further development and wider use. Status: Planned
DEVELOPING A JOINT TRANSNATIONAL STRATEGY
Building on the project's cooperation and pilot activities, TWINUP4CE will develop a joint transnational strategy to support workforce development across Central Europe. The strategy will provide practical recommendations to improve skills, retain talent, and strengthen regional labour markets, helping regions respond to the challenges of the green and digital transition.
LONG-TERM IMPACT
TWINUP4CE will strengthen cooperation between regions and provide practical tools to support workforce development and regional resilience. By improving the alignment between skills and labour market needs, the project will help regions respond more effectively to the challenges of the green and digital transition. Its results will contribute to stronger regional cooperation, more resilient labour markets, and sustainable economic growth across Central Europe.
