TWINUP4CE

Project overview

Improving workforce skills for the twin transition in peripheral and rural Central Europe

Peripheral regions often lose workers because they cannot access green and digital upskilling, widening development gaps with dynamic centres. TWINUP4CE seeks to build a future-ready local workforce. Partners from three countries set up regional upskilling management alliances that link employers, training providers and authorities. Together, they map skills needs, pilot re- and upskilling schemes for key sectors and agree shared strategies and funding paths, which result in approaches and models other regions can adapt.

About the project

TWINUP4CE is an international project co-funded by the Interreg CENTRAL EUROPE Programme, focused on supporting regions in addressing challenges connected to the green and digital transformation of the labour market. The project connects public authorities, education providers, employers and other stakeholders in order to strengthen regional cooperation, better identify skills needs and develop practical solutions for future workforce development. The partnership of organisations from Slovenia, Czech Republic, Poland, Croatia and Hungary works together on sharing experience, exchanging good practices and developing strategic approaches that will help regions better respond to future labour market changes.

Roadmap

1

WHY TWINUP4CE?

Business people, designers having fun and chatting at workplace office

The green and digital transition is transforming labour markets across Central Europe. At the same time, peripheral and rural regions face increasing challenges related to workforce shortages, changing skill requirements and demographic trends. TWINUP4CE was launched to help regions better prepare for these changes by strengthening cooperation between public authorities, education providers, employers and other regional stakeholders. Together, they will develop practical solutions supporting future skills and regional competitiveness.

2

UNDERSTANDING REGIONAL NEEDS

The project is currently focused on understanding regional labour market challenges and identifying future skills needs. Project partners are engaging with regional stakeholders through consultations, questionnaires and cooperation with local organisations. The collected information will provide the basis for the next stages of the project and help ensure that future activities respond to real regional needs.

3

BUILDING REGIONAL ALLIANCES (Next phase)

Based on the collected information, Regional Upskilling Multi-Actor Alliances (RUMAs) will be established in each partner region. These alliances will bring together public authorities, education providers, employers, innovation organisations and other key stakeholders. Their role will be to jointly identify priorities, exchange knowledge and contribute to the development of regional workforce solutions.

4

TESTING NEW SOLUTIONS

The solutions developed through the Regional Alliances will be tested through pilot activities implemented in partner regions. Pilot testing will help evaluate the practical applicability of the proposed approaches and provide valuable experience for their further development and wider use. Status: Planned

5

DEVELOPING A JOINT TRANSNATIONAL STRATEGY

Building on the project's cooperation and pilot activities, TWINUP4CE will develop a joint transnational strategy to support workforce development across Central Europe. The strategy will provide practical recommendations to improve skills, retain talent, and strengthen regional labour markets, helping regions respond to the challenges of the green and digital transition.

6

LONG-TERM IMPACT

TWINUP4CE will strengthen cooperation between regions and provide practical tools to support workforce development and regional resilience. By improving the alignment between skills and labour market needs, the project will help regions respond more effectively to the challenges of the green and digital transition. Its results will contribute to stronger regional cooperation, more resilient labour markets, and sustainable economic growth across Central Europe.

Regional Upskilling Multi-Actor Alliances (RUMAs)

Regional Upskilling Multi-Actor Alliances (RUMAs) are one of the main solutions developed within the TWINUP4CE project. They will bring together public authorities, education and training providers, employers, regional development organisations and other key stakeholders to strengthen cooperation on workforce development. The alliances will identify regional skills needs, promote knowledge exchange and support the design of practical solutions that help regions better respond to labour market challenges related to the green and digital transition. The project is currently in the preparatory phase. Regional analyses, stakeholder engagement and workforce needs assessments are being carried out to establish a strong foundation for the future operation of the alliances.

Pilot Operation of Regional Upskilling Multi-Actor Alliances

The TWINUP4CE project will pilot the operation of Regional Upskilling Multi-Actor Alliances in participating regions. The pilot activities will test the alliance model in practice and evaluate how strengthened cooperation between regional stakeholders can contribute to workforce development and skills planning. The pilot phase will build upon the results of regional analyses and stakeholder engagement currently being carried out within the project. The experience gained will help improve the model and support its transfer to other regions across Central Europe.

Workforce Development Strategy

TWINUP4CE will develop a joint transnational strategy supporting workforce development, upskilling and talent retention in peripheral and rural regions across Central Europe. The strategy will build on regional analyses, stakeholder cooperation and the experience gained through pilot activities. It will provide practical recommendations to help regional authorities and stakeholders anticipate future skills needs, strengthen cooperation and improve regional competitiveness in the context of the green and digital transition.
