The ZEB4ZEN (Zero Energy Buildings for Zero Energy Neighbourhoods) project, implemented under the Interreg Central Europe program, is making significant strides in enhancing the energy efficiency of urban heritage-protected areas. With a strong focus on sustainable urban renewal, the project team has conducted extensive studies over the past months to meticulously assess the energy needs of buildings in the Zvijezda neighbourhood of Karlovac. This comprehensive analysis serves as the cornerstone for an integrated and sustainable renovation strategy for this historically significant district.
Field Survey and Building Condition Assessment
In July 2024, a large-scale field survey was conducted to map and evaluate the condition of every building in the Zvijezda neighbourhood. Each structure was assessed across seven condition categories, providing crucial data to determine the extent and approach of future renovation efforts. By ensuring that revitalization strategies are customized to the specific needs of individual buildings, the project aims to align its efforts with broader urban sustainability goals while preserving Zvijezda’s cultural and architectural heritage.
Household visits and resident interviews were conducted as part of the survey, offering valuable first-hand insights into the local community’s daily challenges, concerns, and expectations. These conversations highlighted the need for not only technical improvements but also socially inclusive solutions that address the realities of those living in the area. The project team is dedicated to integrating this feedback into future planning, ensuring that proposed decarbonization strategies are both effective and widely accepted by the community.
Challenges and the Path Forward
The Zvijezda neighbourhood is currently facing a challenging period, struggling with the aftermath of recent earthquakes and external factors that have further weakened an already aging building stock. Given the extent of structural damage, urgent reinforcement and stabilization efforts are required before energy efficiency measures can be fully implemented. Ensuring the safety and long-term resilience of the area remains a top priority.
While ZEB4ZEN primarily focuses on developing methodologies and tools for energy-efficient renovation planning rather than direct structural interventions, the project’s findings will play a pivotal role in guiding future rehabilitation efforts. By providing a scientific and data-driven foundation, this initiative will support the integration of energy efficiency measures within broader structural renovation strategies, ultimately contributing to a sustainable, resilient, and future-proof Zvijezda.
