Improving the energy performance of historic neighbourhoods requires balancing energy efficiency and decarbonisation goals with the preservation of cultural and architectural heritage.

Within ZEB4ZEN, the Strategy on energy retrofit of cultural heritage neighbourhoods was developed to provide a common framework for planning energy renovation in historic urban areas.

Rather than approaching historic buildings individually, the strategy considers the neighbourhood as an integrated energy and heritage system, bringing together buildings, public spaces, infrastructure and users. This approach creates opportunities for coordinated renovation, shared energy solutions and renewable energy while respecting the specific characteristics of historic areas.

The strategy examines regulatory and institutional frameworks for heritage renovation in Croatia, Italy, Germany and Poland and builds on European legislation and standards, including the Energy Performance of Buildings Directive (EPBD) and EN 16883:2017. It promotes a multidisciplinary and step-by-step approach in which the heritage value, technical condition and conservation requirements of buildings are assessed before suitable energy measures are selected.

The proposed approach starts with defining the historic neighbourhood and assessing its buildings, energy infrastructure and heritage constraints. At building level, the strategy highlights the importance of addressing moisture and structural issues before introducing energy improvements. Suitable measures can then include thermal improvements to the building envelope, more efficient heating, cooling, ventilation and lighting systems, as well as renewable energy sources, always adapted to the specific heritage context.

Overall, the strategy shows that energy efficiency and heritage conservation can support each other when renovation is carefully planned and implemented through interdisciplinary cooperation.
