On 15 October 2025, the Urban Municipality of Nova Gorica will host a transnational event of the EnCLOD project (Enhancing Governance Capacities of Local Authorities Using Open Data). The gathering will bring together local representatives, researchers, and European partners to demonstrate innovative approaches to smart city development and open data governance.
The event will begin with a welcome from the Mayor of Nova Gorica and representatives of the European Capital of Culture (ECoC) team, highlighting the city’s role as a cultural and innovation hub.
Key sessions will focus on:

Smart Traffic and Air-Quality Sensor Network in Gorizia–Nova Gorica, presenting lessons from deployment and early insights into how traffic patterns affect air pollution.

FLOWS – Measuring and analysing the heartbeat, using advanced data analysis to understand urban rhythms.

Smart Cities in practice, exploring real-world examples of sustainable and citizen-driven solutions beyond buzzwords.
The second half of the programme will include an interesting workshop and several forward-looking presentations:

Strategic planning with open data, featuring student work and an accompanying exhibition.

Microzoning as a framework for territorial governance.

Hackathons built around IoT data.

Results from pilot territories in Olomouc, Žilina, and Debrecen.
The event will close with a networking lunch, giving participants the opportunity to exchange experiences and forge new collaborations.
The Nova Gorica event will not only highlight EnCLOD’s ongoing progress but also connect it with the city’s broader vision as part of the European Capital of Culture 2025 programme. By linking culture, innovation, and data-driven governance, the event aims to inspire other European regions to embrace open data and smart technologies as tools for more transparent, participatory, and resilient cities.
