Mazovia Introduces a Regional Support Scheme for Energy Communities

The Mazovia Voivodeship has launched an innovative regional program to support the establishment and development of energy communities. The Mazowiecki Instrument Wspierania Społeczności Energetycznych (Mazovian Instrument for Supporting Energy Communities) is the first regional initiative of its kind in Poland, designed to empower municipalities in the creation and growth of local, citizen-driven energy initiatives.

This instrument addresses the early-phase challenges faced by municipalities interested in developing Renewable Energy Communities (RECs) or energy clusters. It provides targeted funding and expert support to help build a solid foundation for community-led energy solutions.

The instrument aims to:

  • Encourage the creation and development of local energy communities and clusters,
  • Support municipalities in preparing the technical and strategic groundwork for such initiatives,
  • Promote sustainable energy, local resilience, and decentralized energy systems across Mazovia.

What Kind of Support Is Offered?

Municipalities from the Mazovian region can apply for funding of up to PLN 425,000 (approx. €90,000), covering up to 80% of eligible costs. The support includes:

  • Energy and economic analyses related to establishing or developing RECs or clusters,
  • Technical studies on energy generation, storage, and balancing,
  • Preparation of documentation necessary for future investment applications,
  • Development of organizational frameworks for energy communities, including adaptation to new legal requirements,
  • Advisory services to guide the implementation process.

The funding may also be used to support the concept of “green energy islands” and to address energy poverty through local energy autonomy.

Who Can Apply?

Only municipalities from the Mazovian Voivodeship are eligible. Applications are assessed by an expert committee, with the final decision made by the regional authorities. The funds are granted in advance and must be used by 28 November 2025.

A Step Toward a Citizen-Driven Energy Transition

The program is part of Mazovia’s broader strategy to accelerate the region’s energy transformation. It complements national and European instruments by offering dedicated support at the local level—where energy communities often need it most. The first pilot phase, conducted in 2024, confirmed the significant potential and interest in community energy, especially in rural areas.

This regional initiative helps overcome key barriers such as lack of technical expertise, financial resources, and planning capacity. By doing so, it opens a realistic path for municipalities to become active players in the energy transition.
