Open Data for the Territory: Towards Effective Local Governance

How can open data become a practical tool to make public policies more effective and local areas more sustainable?

This question will be at the heart of the event “Open Data for the Territory: Towards Effective Local Governance”, taking place on 10 June 2025 at Villa Fabris in Thiene (VI).

Organised by the Province of Vicenza, in collaboration with IUAV University of Venice and ALDA+, the initiative is part of the European project EnCLOD – Enhancing Governance Capacities of Local Authorities using Open Data, funded by the Interreg Central Europe programme.

🎯 The aim? To strengthen the skills of local actors, foster a culture of open data, and promote a participatory approach to territorial governance.

📌 A rich and engaging programme
The morning session will open with institutional greetings from Roberto Ciambetti (President of the Regional Council of Veneto), Andrea Nardin (President of the Province of Vicenza), and Filippo Negro (Vice President of the Province of Vicenza, TBC).

This will be followed by a presentation of the EnCLOD project by Manuela Massi and Francesca Borga (Project Managers at European Project Consulting), and a keynote by Vincenzo Patruno (ISTAT), an open data expert, who will explore how open data can be used as a practical tool for more transparent and effective administration.

The second part of the morning, moderated by Nadia Di Iulio (ALDA+), will focus on the role of open data in territorial development and competitiveness. Contributions will include Idelfo Borgo (Region of Veneto) with an overview of the state of open data in the region, Nicola Piva (Municipality of Bologna) presenting a successful local case study, and Giorgia Zunino (Fondazione Hedu-x ETS) reflecting on how to govern with data.

The morning will close with a presentation by Francesco Bruzzone (IUAV University of Venice), who will illustrate EnCLOD’s pilot actions aimed at promoting more accessible and sustainable mobility in the Vicenza area.

🎓 Afternoon session – by invitation only
From 14:00 to 16:00, a training module will take place (by invitation), led by Francesco Bruzzone, focusing on the use of open data in relation to climate, mobility, and territorial transformation — how to search, interpret, and integrate them into urban planning.
