SuPeRBE eLearning System Now Online — Building Climate Resilience Across Central Europe

We are pleased to announce the launch of the SuPeRBE eLearning System, a comprehensive online training platform designed to strengthen the capacity of municipalities, public authorities, and professionals to plan, assess, and implement climate adaptation measures at neighbourhood and building scale. 

The eLearning system is part of the SuPeRBE project – Supporting Cross-scale Planning and Policy readiness for a Resilient Built Environment, and is now available on the European Skill Registry (ESR) platform. 

 

Why an eLearning System? 

Climate change is increasingly impacting European municipalities—particularly small and medium-sized ones that often lack specialised staff and tools. The SuPeRBE training system addresses this challenge by equipping local governments and practitioners with: 

  • Practical knowledge on climate hazards 

  • Methods for assessing vulnerabilities at building and neighbourhood scale 

  • Tools to support evidence-based decision-making 

  • Skills for integrating climate adaptation into planning and policy 

The training system is grounded in the TRAIN4SUSTAIN Competence Quality Standard (CWA 17939/2022), ensuring high-quality, comparable and transferable learning outcomes across Central Europe. 

 

Three Tailored Online Courses 

The SuPeRBE eLearning System offers three dedicated courses, each designed for a specific target group: 

1. Decision-Makers (DM): Designed for mayors, councillors, and public authority leaders. The focus here is on strategic understanding of climate risks and adaptation decisions. 

2. Technical Coordinators (TC): Designed for municipal planners, engineers, and local authority staff. The focus here is on coordinating assessments, integrating results, and supporting political decisions. 

3. Professionals (PR): Designed for architects, engineers, designers, GIS specialists, and consultants. The focus here is on the detailed calculation of indicators, the technical use of the RBTool-CE and RNTool-CE. 

All courses include presentations, self-assessment tests, and downloadable material. 

 

A Comprehensive Curriculum: 13 Macro Areas of Expertise 

The training system is structured into 13 Macro Areas of Expertise (MAE), covering: 

  • Climate change fundamentals 

  • Climate risk assessment (heavy precipitation, floods, heat, storms, droughts, wildfire, mass movement) 

  • Building-scale risk analysis 

  • Decision-making for climate adaptation 

  • Digital tools for climate adaptation 

  • Policy instruments and climate-resilient planning 

Each MAE contains several Areas of Expertise (AE) with detailed Learning Outcomes tailored to each target group’s competence level.

The SuPeRBE eLearning courses are: 

  • Free and open-access 

  • Asynchronous – learn at your own pace 

  • Downloadable – all materials available offline 

  • Multi-language 

  • Compatible with self-learning or in-person workshops 

This makes the platform a valuable long-term resource—not only during the project, but for years to come. 

 

The SuPeRBE Skill Passport 

Participants who complete the training receive a Skill Passport summarising all learning outcomes included in the course. 

While not a formal certification, the Passport: 

  • Documents completed modules 

  • Helps compare skills across regions 

  • Supports recognition of competencies within Central Europe 

  • Aligns with the TRAIN4SUSTAIN standard 

Learners may pursue independent formal certification in their respective countries if desired. 

 

Validated With Pilot Municipalities 

The training system was tested during pilot workshops across partner territories, involving local stakeholders, municipal staff, students, and public authorities. Their feedback supported the refinement of materials and ensured real-world relevance. 

Validation results will be presented in the final project reports.
