H2CE partners held two days of technical workshops in Berlin on 11–12 February 2025. The sessions connected the project’s regional analyses with the development and testing of practical planning tools.
Regional strategies and action plans
The Work Package 1 session reviewed:
- findings from the regional analyses;
- common challenges identified across partner regions;
- relevant good practices and possible solutions; and
- guidelines for designing regional hydrogen strategies and action plans.
An interactive discussion led by RLI helped partners consider how common guidance could be adapted to different regional conditions.
Energy-system planning tools
The Work Package 2 sessions examined:
- testing of the Lübben energy system and energy-cell model;
- the hydrogen-voucher mechanism;
- digital GIS database testing;
- the strategic decision-support approach;
- Regional H2 Competence Centre pilots; and
- peer review of the pilot results.
Practical value
The workshops enabled partners to compare findings, identify outstanding issues and refine their methodologies before completing the project outputs.
The discussions also demonstrated how the individual H2CE tools complemented one another:
- regional analyses established the evidence base;
- strategies translated evidence into priorities;
- GIS and energy modelling supported spatial and technical decisions;
- vouchers helped early-stage initiatives access support; and
- competence centres strengthened regional knowledge and coordination.
The workshop results informed the subsequent testing and finalisation of H2CE tools and guidance.
