The RBE CE assessment evaluated climate resilience at both neighbourhood and building scale (Municipal Office and Primary School) for the hazards of heavy precipitation, extreme heat, and storms. The neighbourhood achieved an overall Rather Positive resilience score (0.35), although heavy precipitation was identified as the main climate risk (risk score 0.64 – Rather Negative). Building assessments showed an overall Neutral risk level for both the Municipal Office (0.57) and the Primary School (0.59), with the highest vulnerabilities related to roofs, façades, landscaping, and occupant comfort during heavy rainfall and extreme heat. Storm resilience was generally satisfactory.
The assessment recommends prioritising nature-based and blue-green infrastructure measures to improve water retention and reduce heat stress. Key actions include upgrading drainage infrastructure, implementing Sustainable Urban Drainage Systems (SuDS), increasing permeable surfaces, planting more trees, creating climate shelters and sponge areas, improving passive cooling in buildings, retrofitting building envelopes, and strengthening emergency preparedness and response planning. These measures will simultaneously address heavy precipitation, extreme heat, and future climate resilience.
The next phase will focus on developing and implementing adaptation packages based on the assessment results. Priority actions include improving drainage capacity, expanding green and blue infrastructure, increasing urban tree cover, integrating passive cooling measures into public buildings, and incorporating the findings into the municipal climate adaptation strategy. The pilot will also evaluate adaptation scenarios to quantify the resilience benefits of the proposed measures before implementation.
