Developed within the SuPeRBE project, the Resilient Built Environment – Central Europe (RBE-CE) Assessment System is designed to help Central European municipalities better understand and manage climate risks at both the building and neighbourhood scales.

Grounded in the IPCC AR6 risk concept, the RBE-CE system translates strategic adaptation goals into practical, evidence-based assessments through three integrated components:

  • RNTool – for neighbourhood-scale climate risk analysis.
  • RBTool – for assessing risks at the building scale, aligned with the EU’s Level(s) framework.
  • RBE Method – the analytical backbone connecting both tools for coherent, cross-scale evaluation.

By harmonising data and assessment criteria, the RBE-CE system supports cities in planning, implementing, and monitoring effective climate adaptation measures.

The tool is currently being finalised and will soon be available to support municipalities and planners across Central Europe in strengthening urban resilience.
