From Strategy to Action: Four Action Plans Supporting Sustainable Mountain Development

Following the adoption of the Alpine-Carpathian Joint Strategy, the CENTRAL MOUNTAINS partnership translated its strategic vision into concrete implementation frameworks through a series of cross-border and transnational Action Plans.

The Action Plans transformed the priorities identified in the Joint Strategy into practical actions tailored to the needs of participating mountain regions. They defined governance objectives, priority themes, stakeholder roles and implementation pathways, providing a common framework for strengthening cooperation across borders while allowing each territory to address its specific challenges.

Developed in close cooperation with regional authorities, local stakeholders and project partners, the Action Plans focused on improving participatory governance, sustainable tourism, civil society cooperation, youth engagement and the development of Cross-Border Functional Areas (CBFAs). They also established the foundation for testing innovative governance approaches through the project’s pilot actions.

From planning to implementation

The Action Plans represented the bridge between the project’s strategic vision and its practical implementation. They ensured that pilot actions were not isolated experiments but activities carried out within a shared governance framework and aligned with common objectives across the Alps, Carpathians and Sudetes.

By translating strategy into coordinated action, the plans enabled project partners to test governance models under real conditions, generating practical experience that later informed the refinement of project solutions and the development of the Alpine-Carpathian Toolboxes.

Lasting value

 

The Action Plans remain a practical reference for public authorities, regional organisations and cross-border partnerships seeking to implement integrated governance approaches in mountain regions. They demonstrate how a shared strategic vision can be converted into coordinated territorial actions while remaining adaptable to different regional contexts.
