High upfront investment costs, long payback periods, limited access to financing, and a general lack of awareness and technical capacity among project developers make it difficult to get energy renovation projects off the ground.

Empowering Public Authorities for a Greener Future

MESTRI-CE (Mainstreaming Energy Strategies into Regional and Local Policies in Central Europe) supports public authorities across Central Europe in planning, financing, and monitoring energy efficiency measures. Its goal? To accelerate the energy transition by offering innovative tools and methodologies that make building renovation projects more feasible and attractive.

 

Tackling the Financing Gap

One of the core challenges in building renovation is securing financing. MESTRI-CE addresses this through the development of digital tools and expert support systems. The project focuses on:

At the heart of this approach is the MESTRI-CE Evaluation Toolbox.

 

What Is the MESTRI-CE Evaluation Toolbox?

The Toolbox is a digital decision-making tool designed to help public authorities and building owners assess the financial and technical viability of their renovation projects. It draws on two key foundations:

This comprehensive approach ensures that renovation projects are evaluated with both rigor and relevance to current EU policy frameworks.

 

Piloting with Purpose

The Toolbox was tested in real-life conditions during a pilot phase that brought together national Advisory Hubs, project developers, and financiers. Building owners used the tool to assess their project portfolios and prepare supporting documentation for banks and investors.

 

Importantly, financiers were involved early on: the evaluation methodology and support materials were presented directly to them, fostering dialogue and alignment between project developers and potential funders.

 

Advisory Hubs: Local Support with Expert Knowledge

To complement the digital tools, MESTRI-CE established Advisory Hubs—regional centers that provide hands-on guidance to public authorities and building owners. These hubs offer support throughout every phase of a renovation project, from initial assessment to financing and implementation.
