Developed within the SuPeRBE – Supporting Cross-scale Planning and Policy Readiness for a Resilient Built Environment, the platform translates the project’s Resilient Built Environment Assessment System for Central Europe (RBE-CE) into a practical digital environment, enabling authorities to systematically assess climate risks and identify priorities for adaptation.
Assessing Climate Risks at Building and Neighbourhood Levels
The platform currently focuses on its Assessment Module, which enables climate resilience assessments at two complementary scales:
Building scale – RBTool (Resilient Building Tool): assesses the climate resilience of individual buildings, helping identify vulnerabilities and potential risks.
Neighbourhood scale – RNTool (Resilient Neighbourhood Tool): evaluates climate risks and resilience at neighbourhood level, supporting broader urban adaptation planning.
Based on a multi-criteria analysis approach, the platform integrates indicators related to climate hazards, exposure and vulnerability. By automating risk calculations, it enables users to identify areas of increased risk, compare assessment results and prioritise climate adaptation measures.
Turning Climate Risk Assessments into Action
One of the platform’s key advantages is its flexibility and adaptability to local conditions. Assessment frameworks can be adjusted to reflect specific climate hazards, local characteristics, technical standards and policy priorities, ensuring that results are relevant to the needs of different territories.
The platform also facilitates collaboration among different users, including administrators, assessment owners and technical assessors. Assessment results can be visualised and exported, providing valuable information to support urban planning, prioritise interventions and monitor climate resilience over time.
Supporting Climate-Resilient Development in Central Europe
By combining a standardised assessment methodology with adaptable digital tools, the SuPeRBE Platform supports local and regional authorities in adopting a more systematic and evidence-based approach to climate adaptation.
As a central component of the SuPeRBE Digital Toolkit, the platform contributes to the project’s wider objective of strengthening the climate resilience of buildings and neighbourhoods across Central Europe. While the current version focuses on climate risk and resilience assessment, additional modules are envisaged to further support adaptation planning and decision-making processes.
