Before Green LaMiS could measure anything, it needed a common language. Rather than imposing a ready-made method, Work Package 1 co-designed its carbon footprint methodology together with the municipalities and service providers of Bergamo, Szombathely and Klis, through dedicated working sessions held from the project’s earliest days.
The result, based on the internationally recognised GHG Protocol, was built around five requirements: it had to be agreed among all partners, transferable across very different services and contexts, modular enough to work even with minimal data, replicable year after year so results stay comparable over time, and useful for testing different scenarios before committing to an investment.
This shared methodology (Deliverable D.1.1.1) is the foundation on which every later tool, indicator and pilot decision in Green LaMiS was built — proof that a solution designed with its future users, rather than for them, is the one most likely to be adopted and to last.
