The workshop “The Future of Construction Procurement: Climate-Conscious, Circular and Cost-Effective – A Practical Workshop for Replication” is organised by the KNB – Competence Centre for Sustainable Procurement Saxony as a capacity-building activity for public authorities. The in-person event will take place on 2 September 2026 at the IHK Education Centre in Dresden.
The workshop will provide participants with a comprehensive overview of climate-conscious and circular construction procurement. It will explore how sustainability objectives can be integrated into procurement procedures while ensuring legal compliance and economic viability. Particular attention will be given to the use of carbon shadow pricing as a tool for making the climate impacts of construction projects transparent and for promoting low-emission solutions through procurement decisions.
Building on the legal and economic foundations of sustainable procurement, the workshop will present practical approaches for integrating sustainability requirements into procurement procedures. Participants will learn how climate and circular economy considerations can be incorporated into technical specifications, selection criteria, award criteria and evaluation models.
The programme will also address key concepts of circular construction, including resource efficiency, the use of recycled materials, innovative construction methods and life-cycle-oriented approaches. Participants will be introduced to life-cycle assessment (LCA) methodologies and Environmental Product Declarations (EPDs) as tools for evaluating environmental impacts across the entire life cycle of buildings and construction materials.
Practical examples will demonstrate how carbon shadow pricing and sustainability criteria can be applied in real procurement processes. The workshop will further highlight current developments in sustainable construction procurement and provide participants with opportunities to discuss implementation challenges and exchange experiences.
The session will be led by Stefan Latosik, attorney-at-law, specialist lawyer for construction and architectural law, and civil engineer. His advisory work focuses on public procurement procedures for construction and planning services, supporting contracting authorities, funding recipients and contractors in the design and implementation of national and European procurement processes. Drawing on his legal and technical expertise, he will provide participants with practical insights into the implementation of sustainable and climate-conscious procurement approaches.
The workshop will conclude with an interactive discussion, allowing participants to address individual questions and explore practical solutions for applying climate-conscious and circular procurement principles in their own organisations.
