Action Plan for the development and coordination of public transport in the Warsaw Metropolis

The Action Plan of the City of Warsaw sets out a coherent framework for building a modern, integrated, and efficient public transport system in the Warsaw Metropolitan Area. It responds to dynamic population growth and urbanization processes by strengthening coordination, accessibility, and resilience in line with the Sustainable Urban Mobility Plan 2030+ (SUMP). 

The vision is to create a unified public transport system that is accessible to all residents, low-emission, and attractive for daily use. The Plan contains three complementary actions:

Action 1: Establishing the Strategic Framework for Metropolitan Transport Governance

This action prepares input for the detailed Action Plan 2026–2028 of the Warsaw Metropolitan Area Development Strategy until 2040, under the strategic goal “Convenient Space” and the direction “Freedom and Safety of Travel” in cooperation with all municipalities and counties of the Warsaw Metropolitan Area.

Main tasks:

• Define metropolitan priorities and an action schedule,

• Establish monitoring and evaluation mechanisms,

• Coordinate activities of municipalities and counties,

• Translate the Metropolitan Strategy until 2040 into actionable steps.

It ensures political support, alignment with other development areas, and coherent implementation across the metropolitan area.

Action 2: Implementing Technical Solutions for Integrated Metropolitan Transport Systems and Services

Built on the results of MECOG-CE solution, this operational action introduces the Cooperation Platform for the Development of Metropolitan Public Transport, focusing on:

1. Metropolitan passenger service standards – will be introduced to ensure a consistent and user-friendly public transport system across the Warsaw Metropolitan Area. These include harmonized line numbering, exchange of timetable data between transport organizers, common standards for bus fleets and infrastructure, and the development of a metropolitan journey planner.

2. New metropolitan bus connections – will be launched to improve transport accessibility, particularly in municipalities with limited public transport services. The new routes will connect previously unlinked municipalities and strengthen access to rail stations and key transport nodes.

3. Metropolitan ticket offer – will allow passengers to travel across the entire metropolitan area using a single ticket. The ticket will be valid on trains, metro, trams, and buses and will also be accepted in local transport systems organized by municipalities.

Action 3: Building Metropolitan Identity and Promoting Sustainable Mobility

This action represents the social and communication pillar of the Plan. It focuses on building a shared metropolitan identity and promoting sustainable mobility through coordinated information and educational campaigns. By engaging directly with residents across all municipalities and counties, it aims to translate the strategic vision and technical solutions into tangible benefits for citizens.

It ensures that the strategic and infrastructural improvements are met with high social acceptance and result in long-term behavioral changes among residents.

Strengthening metropolitan governance and impact

The Action Plan enhances metropolitan cooperation through joint planning, standardization of services, shared monitoring, and coordinated spatial and environmental policies. It transforms fragmented local initiatives into a coherent metropolitan transport policy.

Expected results include a unified fare system, better transport modes integration, reduced travel times, increased public transport share, lower emissions, and improved air quality.

Overall, the Action Plan links strategic objectives with practical implementation, strengthening long-term resilience, integration, and sustainable development of the Warsaw Metropolis.
