Co-creation Workshop for the Regional Action Plan for the Rzeszów Functional Urban Area

Within the NUTSHELL@CE project, the Rzeszów Regional Development Agency S.A., in cooperation with the Rzeszów Public Transport Authority, organised Regional co-creation workshop in Poland. The meeting took place on 9 January 2026 at the premises of RRDA and aimed to finalise the regional transport development vision and select optimal pilot actions.

The work was based on a detailed analysis carried out using the PTSQC (Public Transport Spatial Quality Control) method, which enabled a precise assessment of public transport accessibility in the municipalities of the Rzeszów Functional Urban Area. The results indicated the need for better integration of timetables of different transport operators, particularly in areas with medium transport accessibility (Category B – approx. 101,000 inhabitants) and in dynamically developing industrial zones.

The developed vision is based on the Mobility as a Service (MaaS) concept and assumes:

the creation of a unified digital transport information system,

the development of an integrated timetable database (GTFS) supporting multimodality,

the reduction of transport exclusion and support for the sustainable development of the region.

Local stakeholders participating in the workshops – representatives of local authorities, public transport operators and transport system users – analysed three development scenarios. As a result of the joint assessment, the system of virtual passenger information boards based on QR codes was selected as the recommended solution.

The main advantages of the selected solution include:

cost-effectiveness – the possibility of rapid implementation without the need for costly electronic infrastructure and power connections,

data integration – combining real-time forecasts for regional rail, intermunicipal buses (MKS/PKS) and urban public transport,

scalability – seven transfer hubs were identified, of which at least five will be covered by the full pilot implementation (including Jasionka Airport, Rzeszów Zaczernie, Świlcza, Rzeszów Zależe and Rzeszów Zwięczyca).

The project is now entering the technical phase, including the preparation of complete project documentation and a web application, comprehensive functional testing and optimisation of the QR system, as well as the collection and analysis of statistical data on passenger use of the system.

Thanks to the co-creation process with regional stakeholders, the developed Action Plan has gained full acceptance, ensuring its sustainability and effectiveness in improving the daily mobility of residents of the Podkarpackie region.
