EnCLOD Hackathon 2025 in Olomouc: Innovation, Open Data and New Solutions for Local Governance

The EnCLOD partnership is pleased to share the successful outcomes of the Hackathon 2025, hosted in Olomouc,  Czech Republic by Palacký University. The event brought together students, developers, and young innovators to explore how Open Data, sensor networks, and digital tools can support smarter and more sustainable local governance. 

Over the course of the hackathon, participants worked intensively on real challenges relevant to public authorities across Central Europe. Using datasets from the Open Data Portal of the Olomouc Region and the City of Olomouc, they tested new approaches to mobility management, infrastructure monitoring, environmental analysis, and data-driven decision-making.

A collaborative environment for innovation

The hackathon provided participants with a fully equipped environment to develop and test their solutions.

The Envelopa Hub facilities offered 24/7 access, dedicated workspaces, high-speed internet, monitors, and ArcGIS licences, ensuring optimal conditions for teamwork and experimentation. Technical support and expert mentoring were available throughout the event, with 10 experienced mentors guiding participants on data processing, modelling, visualisation, and practical application.

Impressive participation and strong results

This year’s hackathon brought together:

  • 8 competing teams and 2 individual participants

  • 28 participants in total

  • 4 expert presentations

Dozens of datasets processed, visualised, and turned into applicable outputs

Each team submitted a full project package, including data, maps, code, visual outputs, and a short presentation outlining their approach, methodology, and potential real-world impact. 

Several innovative projects stood out for their creativity, technical execution, and applicability for public authorities:

1st Place – Asphalt Sense

Road surface stress analysis, supporting better maintenance planning.

2nd Place – Amov

A tool for assessing road infrastructure depreciation.

3rd Place – Tvargl

AI-powered weather summarisation to support urban services. 

Special Awards

  • Best High-School Team: Smart Parking – Faculty Hospital

  • Best Business Potential: YAAC

  • Best UPOL Team: CMM Amov

EnCLOD Prize – Best Sensor Network Data Usage: Stack Tracers / YAAC (AI querying over sensor data)

These projects demonstrated not only strong technical skills but also a deep understanding of how open data can directly support decision-making in public administration.

A contribution to EnCLOD’s wider objectives

The hackathon forms an important part of EnCLOD’s work to promote data-driven governance in Central Europe. By engaging young innovators and creating space for practical experimentation, the event contributed to building new capacities and generating ideas that public authorities can further explore within the project’s pilot territories.

As EnCLOD moves toward the implementation of pilot actions in 2026, insights and solutions from the hackathon will inform ongoing work on open data governance, IoT integration, and local digital transformation.
