Project overview

Boosting urban solar revolution for Central Europe

A wider use of solar energy in urban areas is often hindered by insufficient policy frameworks that lead to administrative, technological, and financial barriers. The Solar4CE-Cities project helps cities to change this by promoting the prosumption approach. Prosumers are citizens or entities that not only consume but also produce renewable energy and thus contribute to decarbonise their communities. The partners assess existing prosumer schemes, create new business models, pilot prosumer communities, and involve stakeholders to increase solar energy adoption in cities.

Solar4CE-Cities Handbook

The Handbook presents three co-created collective prosumer business models developed from complementary pilot actions, offering practical guidance for Central European cities. It provides actionable, cross-nationally adaptable insights for implementing prosumer schemes while addressing common regulatory, financial, technological, and social barriers in urban contexts. The content is delivered in a user-friendly digital format to support easy replication.

Transnational Solar4CE-Cities Strategy

The transnational strategy of the Solar4CE-Cities Mission aims to support national governments in meeting new EU solar energy targets by empowering cities to develop enabling frameworks that boost solar adoption and prosumerism. Based on co-created national policy recommendations and collaborative roundtable debates with key energy stakeholders, the strategy outlines a unified urban role in advancing solar energy across borders. To ensure implementation, partner cities will create local action plans and a lasting digital platform for ongoing cooperation. - in progress

City-level Action Plans

The city level action plans of the Solar4CE-Cities are based on the jointly developed Transnational Strategy and include tailored measures to promote decentralized rooftop PV systems through collective prosumer schemes. Each plan outlines a pipeline of projects and establishes long-term cooperation frameworks with DSOs and other key stakeholders. These action plans will be officially endorsed by the participating cities to ensure commitment and implementation. - in progress
