Smart village transition, a model for more competitive and attractive villages in Central Europe

Many rural areas in central Europe struggle with the digital transition. Strategies to become smarter and stay competitive are either missing or hard to transfer. The project “More than a village” is changing this. The partnership develops a smart village model that will make rural regions more attractive for people and businesses. The partnership tests the model including action plans in five different regions with a focus on job creation and business development.

Challenge

Improving the competitiveness and attractiveness of rural areas in the Central European region to create favourable conditions for residents and local businesses.

Specific problem

Compared to urbanised areas, rural areas are characterised by low levels of entrepreneurship and digitalisation and an outflow of young people who move to cities.

Idea

Our idea is to implement a smart village approach. This approach focuses on identification and use of local assets of rural regions for enhancing their development, which will improve their attractiveness and competitiveness.

Solution

We will develop strategies and test on the ground tailor-made solutions adapted to local needs and contexts. Transnational pilot actions will be developed focusing on: • Business support and digitalisation smart village testing • Smart tourism village testing • Smart agriculture village testing

How it works

As part of the transnational pilot actions, the following activities will be tested: • Designing and testing a new Smart Village Hub in South Warmia, Poland • Piloting a new Digital Silver Economy Hub in Hajdú-Bihar County, Hungary • Innovation system for reduction of food loss and waste in Murska Sobota, Slovenia • Virtual agrifood web platform in Buzet, Croatia • Improvement of smart tourism services in Anci Liguria, Italy

The joint strategy for smart village transition provides an analytical framework to assist smart village initiatives to support development of rural areas in Central Europe. It was developed based on capitalisation of previous projects' results, the exchanged experience, surveys and reports.

The presented transnational action plan represents the embodiment of the actions to be performed in the five pilot areas of More than a Village project, namely South Warmia in Poland, Alta Val Polcevera in Italy, Hajdú-Bihar in Hungary, Pomurje in Slovenia and Buzet in Croatia.

Smart village business support tool

The Smart village business support tool is designed to help rural areas in Central Europe strengthen entrepreneurship, digitalisation, and community resilience by providing practical guidance for local authorities, NGOs, and small businesses. Drawing on pilot experiences in Poland and Hungary, the tool compiles lessons learned, good practices, and tested methods for supporting both youth entrepreneurship and the silver economy. It outlines a step-by-step approach covering pre-planning, vision-setting, action planning, implementation, monitoring, and evaluation. The tool also includes recommendations, templates, and practical examples that local actors can use to design and assess business support systems tailored to their own communities. By addressing challenges such as youth outmigration, aging populations, and limited digital skills, the Smart village business support tool contributes to creating vibrant, competitive and sustainable rural areas across Central Europe.

Smart tourism village tool

The Smart tourism village tool is a practical guide developed under the More than a Village project to support rural communities in making tourism smarter, more sustainable, and better connected. Unlike traditional approaches, it looks beyond promotion and infrastructure, focusing instead on how digitalisation, cooperation, and innovative services can transform villages into attractive destinations for both visitors and residents. Built on lessons from the pilot action in Italy’s Liguria region, the tool shows how local authorities and communities can design tourism strategies that integrate modern digital solutions with cultural heritage and natural assets. It offers methods for stakeholder engagement, templates for action planning, and concrete examples such as turning public spaces into co-working hubs that serve tourists, locals, and digital nomads alike. The tool emphasizes participatory planning, resilience, and adaptability, guiding villages through analysing their strengths and weaknesses, setting a shared vision, and creating tailored solutions. In doing so, it helps rural areas position themselves competitively on the tourism map, while ensuring long-term benefits for local businesses and communities.

Agri-food smart village tool

Agri-food smart village tool iwas developed to support rural communities in transforming their agri-food sector into a smarter, more resilient and sustainable system. Moving beyond traditional production-focused approaches, the tool emphasizes innovation, digitalisation, and collaboration to enhance the competitiveness of local agriculture, food processing, and rural businesses. Drawing on lessons from the pilot action in Croatia and Slovenia the tool helps local authorities, farmers, and community co-create strategies that integrate modern technologies, value chain innovation, and sustainable practices. It provides methods for participatory planning, templates for action design, and examples of practical measures, such as implementing digital farm management systems and establishing local food networks. The tool guides communities through all phases of development: from pre-planning and state-of-the-art analysis, to visioning, defining objectives, implementing measures, and monitoring progress. It emphasizes a step-by-step, adaptable approach that strengthens local capacities, fosters cooperation among stakeholders, and ensures long-term benefits for both producers and residents.
