SHARC assesses the current situation of a municipality by interviewing decision makers and responsible persons. The results are presented in a scoring system. Finally, a report is generated with recommendations for action.
How does SHARC work?
SHARC is divided into eight topics (capacity to act, development, ecology, mobility, energy, social affairs, economy and safety), which in turn are structured into four process steps (values/goals, inventory, planning/measures, implementation/application).
The survey interview (step 1) forms the basis. The current situation of the municipality is recorded in an interview lasting up to maximum eight hours. In the analysis phase (step 2), the main strengths and development potentials of the municipality are identified and expanded with concrete approaches for action. The interim report is then discussed with the decision-makers (step 3). Subsequently, the population is involved (step 4). The conclusions and results of citizen participation are recorded in the final report and passed on to the decision-makers (step 5).
Why SHARC?
SHARC is used to visualize an overview of future-relevant areas of the municipality and serves as a catalyst for innovation and communication. It is useful as a basis for planning and decision-making and leads to citizen participation. SHARC is an important instrument for comparison with other municipalities.
Keys strengths
SHARC measures the capacity to act of the municipality regarding climate adaption. Further a main strength is the consistent handling of topics across process steps with a strong focus on implementation. The results are compared with an above-average standard on eight different topics.
The role model effect of the municipality, networking and good communication with citizens and the demand for good framework conditions are an important result.
Benefits of SHARC
A major advantage of SHARC is that it identifies the most important strengths and development potentials with concrete recommendations for action. In addition, it meets the requirements of everyday political life with limited time and budgets. It addresses the current challenges facing by municipalities and regions. SHARC promotes communication between citizens, employees and politicians. It is also used for orientation and positioning of the municipality.
For the purpose of the SuPeRBE project, SHARC was adapted to focus on climate adaptation context, and translated to Croatian, Czech, German and Italian. All pilot areas will undergo SHARC interview to analyze strengths and development potential of their areas.
