ECLECTIC-CE partnership (episode 2): Chamber of Commerce of Padova and its surroundings

Date: 19.03.2026
The Padova Chamber of Commerce is a public body dedicated to the general interests of the business system and the development of the local economy. As part of the national Italian Chamber network, it operates with financial and management independence to implement its political programs. Its key functions are divided into four main pillars:

  • Administrative Services: Maintaining the Italian Legal Business Register, which houses all legal information about local firms.
  • Promotional Services: Realizing projects and support services to foster economic growth.
  • Data Analysis: Monitoring and studying local economic data to provide deep socio-economic insights.
  • Market Regulation: Promoting transparency, equity, and confidence in economic relations.

The Chamber is a primary engine for the province of Padova, an area where more than 110.000 enterprises operate, home for more than 800.000 people, at the heart of North East Italy. It brings extensive expertise to international projects—acting as both Lead Partner and Applicant—with a focus on the green economy, digital transformation, and innovation (AI). These efforts are supported by Venicepromex, its in-house agency specialized in internationalization, which helps local SMEs expand into global markets.

Understanding the Bassa Padovana

The Bassa Padovana (Padova Lowlands) represents the southern quadrant of the province, centered around hubs such as EsteMonseliceMontagnanaPiove di Sacco, and Conselve. It is a territory defined by a unique intersection of resilient industrial heritage, reclaimed rural landscapes, and historic “Walled Towns” with high UNESCO heritage potential. Within the ECLECTIC-CE project, it serves as a strategic “Living Lab” for rural areas in transition.

Despite its rich identity, the region faces significant socio-demographic challenges:

  • Demographic Decline: Unlike the province’s growth, the Bassa has seen a 0.9% population decrease over the last decade. This “demographic winter” is driven by a negative natural balance where deaths consistently exceed births.
  • Aging Population: The average age in towns like Este or Montagnana has reached 48–49 years, notably higher than the provincial average.
  • Low Density: With 199 inhabitants/km², it is much less densely populated than the provincial average of 436.

Economically, however, the area retains a strong entrepreneurial DNA, boasting one business for every eight inhabitantsManufacturing remains the undisputed heart of the private sector, employing more than one in three private workers (36.6%), proving that the territory’s industrial roots are as deep as its agricultural traditions.
