Construction Flagship Solution Model – making circularity easier to act on

Date: 31.03.2026

In the construction sector, circular economy is already a well-known concept, yet companies often face difficulties in translating it into concrete actions. While awareness is high, the main challenge lies in identifying where to start and what to prioritise.

Feedback gathered across the SMART CIRCUIT partnership confirmed that companies often deal with multiple challenges simultaneously, including resource efficiency, energy use, and regulatory requirements. This complexity makes it difficult to determine which actions would bring the most value.

The Construction Flagship Solution Model responds to this by linking real challenges with technologies that can realistically support improvement. A structured service portfolio was developed and tested through pilot activities, ensuring that proposed solutions are practical and applicable.

A key insight from this work is that circularity becomes manageable once it becomes visible. When companies gain a clearer understanding of their processes and impacts, decision-making becomes more informed and targeted.

This is why the model focuses on practical tools that support everyday operations, such as:

·        Life Cycle Assessment (LCA)

·        digital monitoring of energy performance

·        data-based optimisation of processes

These tools enable companies to take gradual steps based on real data, without requiring a full transformation from the outset.

The continuation of this approach is ensured through a Construction Flagship Initiative, jointly developed by project partners to further expand tested solutions and make them accessible to new regions and stakeholders.

At the same time, partners are embedding these services into their existing activities, including training, advisory support, and test-before-invest environments, ensuring long-term availability for SMEs.

Overall, the Construction Flagship Solution Model supports companies in moving forward step by step, offering structure while allowing flexibility based on individual needs and contexts.
