Inspira Leader 3: Bringing Innovative Financial Instruments to Rural Communities

Rural innovators, local authorities and community leaders gathered in Opatija, Croatia, in November 2025 for Inspira Leader 3 (“Inspiracija za Pametne Zajednice”), a two-day conference focused on practical solutions for sustainable and resilient rural and coastal communities. The event was organised by the Cooperative for Ethical Financing: ZEF.

Within this setting, FI4INN was presented to actors working directly in rural development, bringing the discussion on innovative financial instruments closer to the people designing and delivering change on the ground.

FI4INN Meets the Rural Innovation Community

The FI4INN dissemination session was designed to introduce the project and its approach to financial instruments to a rural innovation audience, including LEADER network members and Local Action Groups (LAGs/LAGURs), municipalities, farmers, NGOs, rural actors and support institutions for rural development. The event was held fully in person and attracted strong participation from across the rural development ecosystem.

From Green Transition to Innovative Financing

The broader conference agenda connected themes such as sustainable mobility, energy transition, smart agriculture, digitalisation, innovative entrepreneurship and the bioeconomy. 

Within this context, FI4INN’s presentation highlighted how innovative financial instruments can support local innovation and entrepreneurship, particularly in smaller and non-urban communities, linking European cooperation with rural development priorities.

From Inspiration to Implementation

The event underlined the importance of connecting rural development strategies with financial tools that enable innovation to flourish beyond major urban centres. For policymakers and financial instrument operators, the session offered practical insights into how proven models from across Central Europe can inspire new approaches at national and regional level.

By bringing FI4INN into the Inspira Leader 3 framework, the event strengthened dialogue between financial instrument designers and rural actors, reinforcing the project’s objective of fostering smarter, more inclusive innovation ecosystems across Central Europe.
