Shaping Solutions for Accessible Transport in Peripheral Areas

On 7 January 2026, the NUTSHELL@CE project partner organised a regional co-creation workshop in Ostrava, hosted by the Moravian-Silesian Region – Regional Authority. The workshop was implemented within Work Package 2 (WP2) and built upon the project’s transnational vision and international cooperation framework.

The event brought together representatives of the Moravian-Silesian Region (Transport Department and Department of European Projects), KODIS – the regional public transport coordinator and external experts from CITYA, author of the transport study for the Osoblažsko pilot area.

The workshop was conducted as a structured co-creation process aimed at developing a local/regional vision and action plan for improving public transport accessibility in peripheral areas.

Participants jointly interpreted analytical documents, including public transport accessibility analyses using the PTSQC methodology, discussed objectives derived from national and regional strategic documents, formulated a shared vision for integrating public transport and spatial planning, evaluated and compared scenarios to ensure transport serviceability in sparsely populated areas and selected a preferred pilot activity scenario.

The main outcome of the workshop was the confirmation of Demand-Responsive Transport (DRT) as the most suitable pilot scenario for improving access to basic services in peripheral areas of the Moravian-Silesian Region.

Additionally, core development principles and priorities of the DRT pilot were defined, measurable objectives and key performance indicators (KPIs) were established, a draft action plan for the pilot operation in the Osoblažsko region was prepared.

The outputs provide an expert foundation for the implementation phase of the NUTSHELL@CE pilot activity and contribute to developing innovative, flexible and sustainable public transport solutions across Central Europe.
