Data Opener Central Europe

All over central Europe, public and private institutions gather data that should be openly available. However, these public open data are often not easily accessible and real-time updates are missing. The DoorCE project changes this by establishing local open data hubs. In these, the partners help institutions to offer high-quality, dynamic data that are accessible to all citizens through innovative digital services. The partners support innovators, smaller companies and public authorities to utilise and share data more efficiently through newly developed, user-friendly tools for data digitalisation and management.

About the project

DoorCE aims to tackle the current challenges related to POD in Central Europe by creating local Open Data Hubs providing high-quality, real-time data based on an easy-to-apply strategy and software tools. DoorCE will focus on the following overall approaches: 1) transferring know-how (strategy and tools) to provide good quality real-time open data (e.g. by public authorities of various sizes), and 2) providing no/low-code tools for innovators (e.g. SMEs, citizen developers) to use this data effectively, even with limited IT skills

Public Open Data is hard to access by society

Currently society (citizens, SMEs) have difficulties accessing Public Open Data, which is mostly available as static files.

Problem to address

According to EU reports, only a small fraction of citizens benefit from digital services like mobile apps due to a lack of access to relevant data. Furthermore, even if such data exists, innovative companies (SMEs) cannot use it due to insufficient quality or lack of real-time (instant) updates. This has a significant negative impact on the innovation capacities to develop novel digital services for the society of Central Europe.

DoorCE idea

How to tackle the current challenges related to Public Open Data in Central Europe? The project's idea is to create local Open Data Hubs providing high-quality, real-time data based on an easy-to-apply strategy and software tools.

Our solution

DoorCE will focus on the following overall approaches: 1) transferring know-how (strategy and tools) to provide good quality real-time open data (e.g. by public authorities of various sizes), 2) providing no/low-code tools for innovators (e.g. SMEs, citizen developers) to use this data effectively, even with limited IT skills. To implement these two approaches, DoorCE gathers a team of public institutions, business support organisations, SMEs and technology providers.

How it works

We will develop a strategy for secure data provisioning and tools for creating web-based portals to access open data. We will use the strategy and tools to conduct the first pilot and initiate Open Data Hubs for partner public institutions. We will also develop new easy-to-use tools for data digitalisation and real-time provisioning and usage, creating a comprehensive toolbox for open data providers and innovators. This will be validated in the second pilot, where Open Data Hubs will be extended with new and improved strategies and tools.

Results

As a result, we will increase the number of public institutions providing good-quality real-time data, thus increasing the innovation capacities of SMEs to use this data in developing digital services. In the course of cooperation, we expect that public institutions of all sizes will use the outputs to increase and harmonize data provisioning and app development across borders, within Central Europe and beyond.

Integrated POD Opening and Utilisation Strategy

This integrated strategy will offer guidelines for public institutions on how to open their data and how to make this data more dynamic and secure, as well as guidelines for public institutions on cooperating with companies to increase innovation potential for the usage of Public Open Data. Finally, it will contain lessons learned, stemming from the various knowledge transfer events organized.

Network of Public Open Data Hubs

This output will constitute a cooperative network of POD hubs, based on the partnership agreement signed at the beginning of the project. The hubs will elaborate and apply the Strategy while developing and using the Toolbox in the context of the Pilots. The network will facilitate long-term cooperation, where institutions more experienced in one field will play the role of mentors, while at the same time learning and finding new ideas in other areas.

POD Toolbox Implementation for Tourism and Climate

This output will consist of open-source code and executable files for open data providers and innovators. It will consist of modules extending the existing open-source POD tools. Its functionality will cover mechanisms for data digitalization, visual data structure (metadata) definition, provisioning, and accessing primarily static data, specifically applied in Tourism and Climate. These modules will be accompanied by comprehensive documentation and guidance on further development of features.
