2nd PPI2Innovate Days, Zagreb
Procurement of innovative solutions and examples of good practices were the main topics discussed during the 2nd PPI2Innovate Days held on 9th of October 2018 in Zagreb, Croatia. The event was organized by the Croatian Agency for SME's, Innovations and Investments (HAMAG-BICRO).
Welcome words to the participants of the 2nd PPI2Innovate Days were given by
Mr. Mario Turalija from Croatian Agency for SME’s, Innovations and Investments (HAMAG-BICRO).
Shortly after that, Mr. Ákos Szépvölgyi from Central Transdanubian Regional Innovation Agency (Hungary) has within PPI2Innovate project objectives emphasized the importance of active PPI usage and at the same time has acknowledged the participants with the development and existence of SMART PPI tools for ICT, Health and Energy and the upcoming establishment of Competence Centers in each of the PPI2Innovate Partnership countries. SMART PPI tools are nationally customized and translated into 6 languages – HR, SI, HU, CZ, IT, PL Available online FREE of charge.
Key note speaker Mrs. Gaynor Whyles from JERA consulting (UK) during her practitioners perspective intervention has highlighted that “undertaking the procurement process in way that stimulates the supply chain to invest in developing, better, innovative goods and services to meet the unmet needs of an organization and society “ is crucial for successful PPI implementation.
Another key note speaker Mr. Anđelko Rukelj from the State Commission for Supervision of Public Procurement Procedures (Croatia) pointed on the fact that “PPI is highly efficient tool for cross border cooperation, however you need to know how and when to use it.” At the same time Mr. Rukelj has expressed his disappointment on the fact that the “media under-represents good examples of PPI practices and successful stories.” He has finished his intervention with the clear message on the necessary presence of the simple and transparent technical specifications as essentials for successful PPI.
During the 2nd half of the PPI2Innovate Days examples of good practices from Slovenia – RCERO Waste Management project and from Croatia – Information system of spatial planning (ISPU) and Advanced Distribution Management System (ADMS) have been presented as an inspiration for the participants of the public event.
These presentations were followed by the overview of other ongoing examples of good practices – 4 PPI2Innovate Pilots from ICT, Health and Energy sector:
PILOT 1 – Poland-Lublin city (ENERGY) mini-amphitheatre innovative lighting solution in the John Paul II Park.
PILOT 2 – Hungary - Somogy County Government (HEALTH) intelligent medical devices and software development for monitoring and healing patients suffering from cardiovascular diseases.
PILOT 3 – Italy - Piemonte region (ENERGY) intelligent energy solutions for buildings and glasshouses with a sustainable cogeneration installation within “REA Experimental Botanical Garden”.
PILOT 4 – Slovenia - Ministry of Public Administration (ICT) innovative solutions that will enable semantic analysis.
The event has finished with a Panel Discussion moderated by Mr. Ákos Szépvölgyi (CTRIA, Hungary) in which Mr. Jan Kubalik (DEX Innovation Centre, Czech Republic), Mr. Matteo Pignatti (University of Turin, Italy), Mrs. Roberta Perić Ledinek (Ministry of Construction and Spatial Planning, Croatia), Mr. Tomislav Jech (Pro-Max, Croatia) and Mr. Alen Gojčeta (A1 Hrvatska d.o.o., Croatia) discussed the actual challenges faced not only by public procurers but also by SMEs and start-ups related to Public Procurement of Innovative solutions (PPI) and future perspectives of PPI usage towards improved public services.
2nd PPI2Innovate Days had an international character as the event was attended by participants not only from Croatia but also from neighboring and other countries.
